TUESDAY, JULY 1, 1924 LUCAS DAVILIGHT PLAN IN SO. CALIF. Daylight saving in California at once, is the simplest, surest and quickest way to effect a big immediate saving in electricity during the present serious shortage due to light and late rainfall, according to Cromble Allen, president of the Southern California Associated Dailies, original pioneer in California for daylight saving. Allen, as a member of the California legislature before the war, introduced a bill in the legislature calling for daylight saving for California. Assemblyman Allen was prepared to present to the legislature data showing the great economy that would be effected, which he had assembled after much research. But, he got no chance. Since the present electric shortage has become so acute he has been devoting practically all his time to reviving the demand for daylight saving which war brot about after his own efforts failed, and which was such a great success. Allen says daylight saving will save the day, the summer, the supply, the crops, the industries. Automatically it will effect an economy of 10 to 20 per cent. The moment daylight saving is decreed there will be more electricity saved without a single conscious effort than by all the petty economies suggested. They are all right and should be continued, but will not compare with the big saving of an hour wheff most electricity is used. The ideal arrangement for man and industry would be for the sleeping hours to coincide as nearly as possible with the hours of darkness and the work-and-play hours to correspond with the hours of light. If the clock can be set so that our waking hours will be daylight hours we will effect a great saving of health and electric energy. Allen has already put the proposition up to the railroad commission and secured its support, the commission requesting Governor Richardson to act at once. Allen says there has not been a single valid objection urged against it, but there is every reason for it. Daylight saving is good all the time. Daylight saving is now absolutely necessary. The Scriptures tell us that a willful waste means a woeful want. Why waste a moment longer? It's the simplest, surest, easiest and only satisfactory way. Let's have daylight saving NOW.
