NEW YORK, June 27—The Democratic platform for the 1924 campaign was completed today save for the two great controversial issues—the Ku Klux Klan and league of nations planks—after a national convention's platform builders.
The two disputed planks will be considered against this afternoon by the committee on resolutions secret session but a final decision undoubtedly will be given in the end by the convention itself.
The sub-committee of 14 Democratic "master minds" who drafted most of the platform, met again this morning in an effort to effect compromises.
The dispute over the klan plank aroused more controversy than the league issue. The sub-committee was reported as standing ten to four against including the klan's name in a denunciatory plank. The four more violent anti-klansmen insisted upon a specific indictment of the klan and threatened to carry their fight to the floor of the convention.
A small but determined minority kept the league an open issue. While a great majority of both committees favored a foreign affairs plank gently pushing the league into the background, this minority held out for a flat declaration in favor of immediate American adherence.
The group was led by Newton P. Baker, former secretary of war who announced he would appeal to the convention if he lost in committee.
The milder league plank, favored by most platform builders, would pledge the democratic party to "favor cooperation with or without participation in such organization, including the league of nations, as may be helpfully functioning in the social and economic rehabilitation of the world on such terms as will protect the sovereignty and independence of our government."
On every other plank, including prohibition, agreements were reached by the platform builders.
The dry issue was settled by endorsement of a general law en-

A strong labor plank was then adopted. Proposed by Senator Walsh of Massachusetts it endorsed the 48-hour week collective bargaining and the right of labor to organize.
An effort to add a clause endorsing the child labor amendment to the constitution was defeated. The opposition, led by Senator Stephens of Miss., contended the amendment was in violation of the democratic states' rights principle.
At the insistence of Senator King of Utah the committee then endorsed a plank calling for the granting of independence to the Philippines.
A strong railroad plank also was endorsed, including a demand for either repeal or amendment of the Esch-Cummins law, revocation of the guarantee clause and the revision of freight rates.
Planks on reclamation, national conservation and an endorsement of waterpower projects were adopted without opposition.
The Muscle Shoals plank was finally adopted, pledging the Democratic party to complete or lease the Alabama project "for the manufacture of commercial fertilizer at the lowest possible cost, for the benefit of American farmers."
The immigration plank placing the party on record as favoring "Asiatic exclusion" was adopted, altho a group, led by Congressman Sabath of Illinois, dennaded the Democratic party be pledged against any immigration discriminations.

Other plank, including agreements were the platform builders, issue was settled by a general law enforcing Bryan won a victory when his anti-war plank was adopted. It called for the drafting of "all other resources" whenever manpower is called to the national defense.
The commander's planks on disarmament and a war referendum were also written into the platform. They called for a national vote upon war and pledged the party to further reductions of "armament by land and sea" but to maintain an army and navy adequate for national defense."
A merchant marine plank was adopted, condemning the "vaccinating Republican policy" and favoring a larger mercantile navy under the American flag.
Other minor planks were adopted quickly, the last hour of the session being spent in ratification of the sub-committee's recommendation without the formality of debate.
SMITH'S NOISE
MAKERS ABSENT
MADISON SQUARE GARDEN, NEW YORK, June 27. — Amid another Niagara of oratory, the Democratic national convention assembled in Madison Square Garden today to witness the tossing of another hatful of dozen names into the fight-scarred presidential arena to add to the ten already in.
A storm was gathering outside the garden as the delegates met. The heavens were black and beginning to spill the first drops of an approaching thunder storm. Inside the air was heavy and sticky; and rumbling too, with the noise of approaching conflict.
There was none of the riotous crashing of the old garden gate by the cohorts of Governor Smith this morning, such as marked yesterday's colorful session. Yesterday was "Al's Day." Today belonged to someone else, Davis perhaps, or Senator Thomas Walsh, or Senator Carter Glass or Governor Silzer or James Cox.
All these names were to go into the political pot during the day. And in addition there was "Bill" Bryan's brother, "Charley," who governs Nebraska and has come to this convention as the "farmer's candidate."
Workmen were busy when the first delegates arrived this morning.
CRIPPLED KIDDIES IN SHOW TONIGHT
Introducing to Anaheim Miss Mallie Taylor, the interlocutor of the unique minstrel show produced by the older crippled children of the Orthopaedic Hospital School of Los Angeles, known as the Orthopaedic Hospital-School Senior Alumni.
Miss Taylor has developed a remarkable talent in recitative song during her long years of physical inactivity, and she will render several numbers which will delight her audience. While still confined in a wheel-chair, Miss Taylor is now beginning to reap her reward for courage during the years of corrective procedure. She has been a patient of the Orthopaedic Hospital-School since its inception, and her restoration to a normal physical activity has entailed much endurance and patience.
These years of physical disability render the crippled child a big reward in character, if the means of cure are given them and opportunity for development and self expression also be provided. This is the task of the Orthopaedic Hospital-School, where more than 2000 crippled children are registered for treatment.
It will be interesting to Anaheim citizens to read that the three daughters of Mr. and Mrs. M. E. Bever, 204 So. Ohio-st, will have a place in the program Friday evening. Miss Orena-Bever has been a patient of the Orthopaedic Hospital-School for some time.
Come and hear and see this minstrel show. The performance will begin at 7:30 o'clock tonight at Anaheim H. S. auditorium to permit the cast to return to Los Angeles and the hospital-school as early as possible. The admission price is 25 cents, and the funds raised will be used for welfare work. A crippled child deserves our best encouragement in the struggle for normal independence, and these minstrel players are well able to entertain you. You will carry away courage, new appreciation, pleasure and a memory of a joyful good time.

All these names were to go into the political pot during the day. And in addition there was "Bill" Bryan's brother, "Charley," who governs Nebraska and has come to this convention as the "farmer candidate."
Workmen were busy when the first delegates arrived this morning, fastening the state standard of Colorado to the floor with heavy baling wire. There have been several fights in the Colorado delegation over whether the standard was to be borne in the parades. Today the Coloradoans had their standard fastened in such a way that if it is moved the removers will have to take Governor William E. Sweet along with it. It was wired to his chair as well as fastened to the floor.
The garden was washed clean of yesterday's litter and struggling. The only reminder of the Smith show was a huge banner hanging askew fro mone of the balconies which carried the legend "Al Smith always wins."
Friends of Governor ("Brother Charlie") Bryan were busy on the floor before the session began, distributing cards which told of his availability.
"A pivotal candidate" from a "pivotal state," who could be counted on to carry other "pivotal states" was the description of him printed on the cards—born in Illinois, reared in Nebraska and next to the farmer.
The Jerseyites came in with great armfuls of placards bearing the likeness of Governor George S. Silzer, their favorite son, whom the drys describe son, whom phrase "as wet as the Atlantic Ocean."
He is to get Jersey's vote on the early balloting. Later it will swing to Al Smith.
Tom Taggart, the veteran pilot of many candidates, now backing Ralston, was a busy figure on the floor as the delegates drifted in. He circled the floor, shaking many hands and telling the delegates how vigorous is the Hoosier senator, despite his advanced age. He visited Texas, a McAdoo state, and Pennsylvania, a Smith state, in his rounds.
GARDEN GROVE TO SELL SEWER BONDS
The issue of 20-year 6 per cent bonds, $28,000 worth, of the Garden Grove sanitary district. will be advertised outside the town next week, bids being invited to be received by July 7. The district hopes to obtain a premium on the issue.
Part of the proceeds will be used to construct what Sinclair Woods, a leader in the project, described as "an outfall sewer of their own," to extend along Taft and Berano-aves, connecting below Seventeenth-st with the joint outfall of Annaheim, Fullerton, Orange and Santa Ana. This will accommodate a large share of the population living on low land and will eliminate the need of a booster pump.
The new sewer connections will accommodate a population of around 2500 and will replace private cesspools and septic tanks.
