Just Like a Woman By WINNER DRY ENFORCEMENT UNIT CHANGED WASHINGTON, June 5—By $75 to $90, the house today passed a bill taking the prohibition enforcement unit out of the internal revenue bureau and making it a separate bureau in the treasury department. The change was urged by the anti-saloon league. WASHINGTON, June 5—The district of Columbia supreme court today set aside and declared invalid sections of the prohibition regulations giving the treasury department authority to limit the amount of alcohol which may be withdrawn from bond for industrial purposes. The regulations were drawn by the treasury in accordance with the Volstead act. Numerous suits have been filed here to test their validity. The court in its order today issued an injunction against Secretary of the Treasury Mellon, Revenue Commissioner Blair and Prohibition Commissioner Haines, restraining them from further exercising authority under the regulations. The injunction was granted to Earle Parella of Brooklyn, N. Y., trading as the La Gloria Products Co. Cultivation of peas netted two Idaho farmers over $8000. Los WALSH SAYS LEASING OF RESERVES UNJUSTIFIED (Continued from Page One) the leader, which, unless his character was cast in heroic mold, would be revealed in subsequent official transactions with him. Its slister import is appreciated when it is born in mind that, without competitive bidding, Doheny got from Fall, in the month of April, following the loan, the contract for the construction of the tanks at Pearl Harbor, and with it a preference right to the lease of a large share of naval reserve No. 1 (Elks Hille) to be followed, without competitive bidding, by a lease for the entire reserve, comprising over 30,000 acres, estimated to contain 250,000,000 barrels of oil, out of which Doheny told the committee he would be in bad luck if he did not make $100,000,000 profit." Ordering of marines to Teapot Dome was described as a perfectly outrageous use of the armed forces of the United States. "The civil arm of the government was unquestionably equal to the emergency," Walsh said. "It is perfectly obvious that the procedure followed was to avoid a judicial inquiry into the validity of the Sinclair lease." Walsh attacked the legality of the leases, first, because the late President Harding was without authority to transfer control of the reserves to the interior department from the navy; second because the leasing acts of congress strictly prohibited either Fall or Denby from entering contracts for exchange of navy oil for storage tanks, and third, because the leases were consummated without competitive bidding as prescribed by law. "This order (executive running counter, as it did, to the well understood policy of congress, merits more than a passing notice," he said. "Its legitimacy ought to have been recognized by everyone connected in its promulgation. The idea that the president may transfer powers reposed in or duties imposed upon one cabinet officer to another is intolerable and indesensible." Not only was the order illegal, Walsh said, but he held that the law prohibited leasing without competitive bids. Arguments of Pais and Denby that, because of drainage conditions, the leases were good business for the government were denied, chiefly in connection with the Sinclair contract Walsh said that even with a quarter of the oil drained away they would have been 22,000,000 barrels left in the ground. "Your committee cannot believe that a lease under which the government receives 8 per cent of the oil in the ground and the lessee gets 34 per cent can possibly be in any interest of or just to the government" said Walsh. "Had the leases been awarded upon competitive bidding, there would have been no occasion to inquire whether they are or are not fair to the government. The omission to invite competition casts a surpicion on the transactions." Walsh also arouled leases in GRAB MAN AFTER 150-MILE CHASE After a chase described by officers as extending over 150 miles in Los Angeles and Orange co., Fred Willson, whom officers say also sometimes uses the name Covney, was arrested in Anaheim by a sheriff's posse headed by Constable Jesse Elliott. Willson is charged with having committed a high misdeamer, the exact nature of which was not given out by the police. Five gallons of liquor and several empty bottles were said by officers to have been found in a garage rented or owned by Willson in Anaheim. The chase was said by officers to have started in Arizona, where Constable Conklin took up the chase. GEORGE FUNERAL FRIDAY MORNING Puneral services will be held at 10 a.m. tomorrow at Bucks.
