U.S. CONTRACT IS WON IN ARGENTINA A New Jersey contracting firm has taken a $60,000,000 contract in Buenos Aires, to construct a diagonal avenue thru the business section of that city for the construction of ten story buildings on both sides, the entire length of the avenue. The municipality of Buenos Aires let the contract, which is one of the greatest ever signed by any American country to residents of an outside country. This contract is significant. It indicates the promising opportunities which lie before the United States in taking huge contracts in Latin America and in financing them, to the mutual profit of this country and of the Latin Americans. Developments along this line should foster good spirit between this country and its neighbors to the southward. There is no higher or better mission in the world than unselfish, uplifting service to others. STEEL IS BEING MADE IN CALIFORNIA The Pacific West is just emerging into its iron and steel age. The blast furnace at Ironton, Utah, is reported to be producing 250 tons of pig iron daily. From this beginning, a man-made industry doubtless will be developed in the region west of the Rocky Mountains. The Pacific West is demonstrating more and more its capacity for evolving basic industries. It is only a question of time and application of energy and talent, when this section will be an empire within itself, producing everything basic in manufactures, in agriculture, and in mining. And from this phenomenal development will evolve a volume of commerce that will enrich this section and astound the world. Evidences of this comprehensive, symmetrical, diversified development are to be seen on every hand. California is in the thick of this economic progress, and is contributing immensely to it, and profiting immensely from it. By the way, has anyone heard of Teapot Dome lately. The United States should be among the first in promoting peace. In public service there should be not only conscience and integrity, but good sense and acumen in the management of affairs in business-like manner. If you have anything good to say to or of anyone, say it while such one is living. It's true. We've been told it is because hordes of foreign born have been thrown into our metropolitan and industrial centres before we could teach them American standards of law and justice. This isn't true. New York has, and has had for years, one of the lowest homicide records in the United States. The reasons are: It has the largest Jewish population. It has a very large percentage of foreign born. It is both a great metropolitan and industrial centre. The man who says these factors make a law abiding city is Dr. Frederick Hoffman, life insurance statistician. He continued gravely, "Murder and crime are greatest among native-born Americans in the South. But there is a sharp difference between the foreign-born and the children of the second generation. They have had a chance to absorb our culture, and it is inevitable some of them should take the worst of it. Then we have the possibility of a bold and cruel criminal." Hartford the Lowest in Murders Next to the South for high homicide records, his figures show, is the West. Most law abiding is the East, with its immigrants. Industrial centres like Providence, Pittsburgh, Boston and New York, are all show comparatively. Correct this sentence: "I am guided by reason only," said he, "and I never permit myself to be prejudiced." The West, almost wholly white native stock, has a higher record. Prohibition, Dr. Hoffman thinks, has helped cut down homicides. He rapidly delivered the statistician's dictum on the influence of Prohibition on crime. "Prohibition is responsible for some specific murders beyond doubt—boot-legging wars, hi-jacking killings," he said, "but those are more than offset by the general strengthening of the community's morals. The decrease of homicide in the West seems to be one proof." In the South, where are few Jews and few foreign born, "the sanctity of human life is a ghastly joke." In Memphis, Tenn., Dr. Hoffman pointed out, last year there were 65 homesites for each 100,000 persons. Most of the victims are negroes, "as you may have guessed." UGO VENIER D'ANNUNZIO Capt. Ugo d'Annunzio, son of Gabriel d'Annunzio, the Italian poet and patriot, applied for final papers in Rome, September 27, 1857, and came to this country from Le Havre in January, 1818. He applied for first papers August 5, 1821. He gave his occupation as automotive engineer. He is married and has one child, now 6 years old. Both his wife and child are now living in Milan, Italy. By his action Capt. d'Annunzio made it impossible for himself to succeed to the title of Prince of Monte Leone, recently bestowed upon his father for his services during the war. Although d'Annunzio's son will be registered in the peerage of Italy as the holder of the title, American citizens are not allowed to hold foreign titles. DINNER STORIES It is never wise to jump to conclusions. A man of a benevolent turn of mind encountered in a small boy in his neighborhood who gave evidence of having emerged but later from a severe battle. "I am sorry," said the man, "to see that you have a black eye, Sammy." Whereupon Sammy retorted; "You go home and be sorry for your own little boy—he's got two!" It was a case of assault, and the following is what a witness said he witnessed: Comments of the Press What Editors Are Saying MR. DANIELS SUGGESTS A SLOGAN—The American Friend "Thou shalt not kill", is the 1924 slogan most needed, according to the ex-secretary of the United States navy. Naval experts should have offered this advice long ago. However, we must rejoice that even at this belated hour such high sentiments appear. While Mr. Daniels is making such suggestions many governments of the world are making every effort to nullify this particular commandment. "Thou shalt not kill" is a good principle but some governments are not paying much attention to it. This is evident by the attention they are now giving to military preparedness. How explain the rapidity with which they are extending the discoveries of science? Why should instruments of destruction be on the increase instead of decrease if nations not getting ready to kill? Guns are larger; bombs are heavier; gases are more deadly; tanks are faster; tractors of all sorts are more rapid; airplanes are more adequately equipped, and submarines fleeter. Why all this scientific advance unless the great powers are getting ready to kill. It is not for play. The nations are not having a game. They are performing these works of the devil in order to kill. They say they are doing it for security and defense—that is the fallacious phrase ever on their lips. If security came via the route of an armed peace, war would have ended generations ago. But some governments have not learned the lesson and the people have not told them to stop squandering the people's money in preparing for new wars, so it seems that we are to have another war later on. The "metal beast" is being primed up and some day in the future will once more tear humanity to bits. "Thou shalt not kill" is a good motto not only for 1924 but for all time. Let us hope that it reaches the hearts of those who are calling out for more naval bases, more men in the army, more boys in compulsory military service, more battleships, more guns, more money for preparedness. All honor to the present British government for halting the building of a large naval base at Singapore. GLEANINGS FROM THE BOOK OF LIFE THE FALLACY OF "THE WISDOM OF AGE" A man of a benevolent turn of mind encountered in a small boy in his neighborhood who gave evidence of having emerged but later from a severe battle. "That will do," said the magistrate, "Judging by their faces, the 'alteration' has been about equal. Case dismissed." "I am the spirit of Captain Kidd," said a voice at the seance. "But you seem to be weeping," observed the medium. "I am. Whenever I come back to earth I grieve over the time I wasted fitting out actual expeditions, when I could have sold stock to people who wanted to get rich quick." SUNSHINE PELLETS BY DR. W. F. It occurred to Sidney Smith an English reformer noted as the wittiest man of his time, (he was born in 1771 and died in 1845) that of individuals living at the same period, the oldest has, of course, the greatest experience; but among generations of men, the reverse of this is true. Those who come first (our ancestors) are the young people, and have the least experience. We have added to their experience the experience of many centuries; and, therefore as far as experience goes, are wiser and more capable of forming an opinion than they were. "The real feeling should be, nor can we be so presumptuous as to put our opinions in opposition to those of our ancestors? but can such young, ignorant, inexperienced persons as our ancestors necessarily were, be expected to have understood a subject as well as those who have seen so much more, lived so much longer, and enjoyed the experience of so many centuries? We remember when the most prominent family in town rode in a surry, behind a spanking span of bays.
