SOCIALISTS MAY CONTROL FRANCE
PARIS, June 2 — After five years of nationalist government, France today is on the eve of a Socialist regime.
Just as Premier Raymond Poincare and his cabinet quit, leaders of the left bloc (radical Socialists) met and demanded the resignation of President Millerand.
Edouard Herriot, Socialist leader, who is slated to succeed M. Poincare, was quoted by the Martin as denouncing the terms of the loan received by France from the Morgan banking firm.
Herriot was quoted as saying:
"I learned that the Elysee Palace (the official residence of the president) and M. Francois Marshal, former minister of finance, not only pledged 528,000,000 gold francs fully to cover the loan, but in addition signed an agreement promising to balance the budget and effect other reforms of lesser importance.
"It I should give my watch as security for a loan of equal value, I would consider a demand for supplementary security exorbitant."
"The international bankers treated France as they would Turkey and M. Francois Marshal consented.
The foreign office issued a communique denying Herriot's charge that France was bound up to the Morgan banking firm thru the credit created recently to aid the government in restoring the value of the franc.
"The operation inaugurated March 11 can be closed up at any time without difficulty and without withdrawing gold from the vaults of the bank of France," said the communique.

Miss Hall got first prize and Mrs A A Craig of Long Beach the consolation. A plate lunchroom was served, Spanish hash, combination salad, strawberry short cake with whipped cream.
