LABOR BOARD WASHINGTON, May 5.—Riding over all opposition, the Republican insurgents and Democrats the house united this afternoon to bring the Barkley bill to abolish the U.S. Railroad Labor Board out of committee end to place it before the house for passage. After heated debate lasting most of the afternoon the house decided by a vote of 193 to 163 to resolve itself into a 'committee of the whole' for consideration. To have left the bill in the committee friends charged would have meant its certain defeat. The measure now comes to the floor of the house where the same republican insurgent-democratic coalition which took it away from the committee will try to pass it. Administration forces strongly opposed the motion of Representative Barkley to bring out the bill. The vote to discharge the committee was 194 to 181. Representative Barkley then moved that the bill be taken up and placed upon its passage immediately. He was defeated 144 to 121 on a teller vote and demanded a formal roll call on the motion.
