REPARATIONS PROBLEM NEARS SOLUTION
The Allied powers have accepted, in principle, the recommendations of the committees of American experts—headed by Charles G. Dawes, and a member of which is Henry M. Robinson, prominent California banker—as affecting reparations. The German government is preparing to make the same acceptance of principle. The way thus opens for negotiations, with a definite basis for settlement proposed.
This should bring concrete and wholesome results. It is high time that this protracted controversy was settled... It has kept Europe racked for six years. There can be no stability and no settled progress economically in Europe until this vexing question is settled conclusively and in good faith.
American experts made exhaustive and disinterested study of financial and other conditions in Germany and of the general situation in Central Europe, and their recommendations to the Reparations Commission embody their best judgment as to the situation and the solution indicated. That they gave basis manifestly sound is attested by the fact that the powers immediately concerned promptly are accepting the recommendations as foundation for settlement negotiations.

CAPT. SAMUEL ROBINSON
Capt. Samuel Robinson, who has been appointed commander of the British Empire by King George in recognition of his heroism during the Yokohama earthquake received the honor when he reached New York on the Empress of Canada Jan. 25, preparatory to taking that ship on her round the world cruise beginning Jan. 30. The assignment of Capt. Robinson to the command of the Empress of Canada was a compliment paid to him by the Canadian Pacific in recognition of his courage, resourcefulness and service to humanity at Yokohama. He was then skipper of the Empress of Australia, which was about to leave her dock.
"A violent earthquake took place," he said in his official report, "first a number of very severe shocks, then the land rolling in waves apparently 6 to 8 feet high like a succession of fast-moving ocean swells—three or four large ones and several smaller ones—plainly visible from the height of our bridge, along the wharf and the street leading it. The vessel shook all over in a most terrifying fashion, and also rocked very quickly and violently until it seemed as though the masts and tunnels must carry away."

HEARTHSTONE IS AMERICA'S HOPE—Youth's Companion
Among the epigrammatic utterances so characteristic of President Coalidge is this: "Look well to the heartstone; therein all hope for America lies." True, is it not? Would anyone of our readers deny it?
But do we all act upon this truth? Do we all "look well to the heartstone"? None of us can continue to act on it except by an increasing exercise of our will power; for in general the American household is daily becoming more and more neglected of its duties and opportunities; and bad example, especially when it abounds on every hand, is contagious.
In former times every child received much the larger part of his education in the home. There he got his moral and religious instruction, his views of life and standards of conduct, his habits of work and often much of his actual preparation for earning a livelihood. The modern parent is too ready to shift to other shoulders all the responsibility of bringing his child up properly. He depends on the Sunday school teacher to give the child his religion; or the scoutmaster to give him proper moral standards; on the teachers of the public school to teach him not only the three R's but how to work, how to play, how to use his hand, mind eye and brain; on the school nurse or the members of the public health department to teach him how to look out for his health.
The excuse is that those persons are all experts, better fitted than the parent to give the child what he needs. But they are all likely to give it in an impersonal and mechanical way. None of them will give a boy or girl the same amount of affectionate personal attention that the right sort of father or mother will give him; none of them has the necessary time or patience to give him the needed attention or is bound to him by the close and intimate ties of parental love.
Children are notoriously more and more drifting away from the heartstone for their good times as well as for their serious education. Parents look on helplessly and too often resignedly. Perhaps they are indolent and do not want to take the trouble with their children that their own parents took with them; perhaps they are timid and do not know how to oppose the prevailing fashion among their acquaintance; perhaps they are bitten with modern socialistic idea that persons who are paid by the state are

Capt. Robinson's ship was blocked in by the "Steel Navigator" so that he could not back away from the wharf; a warehouse was ablaze near by, threatening to destroy the Empress; she was rammed several times by the "Lyons Mara"; blazing patches of fuel oil bore down upon her; aboack followed abook in terrifying frequency; one propeller of the Empress fouled a steel cable rendering her almost helpless, and yet the undamaged commander saved his ship and passengers and 2000 refugees. He backed away from the wharf taking the "Steel Navigator" with him, then got to windward of a vast blazing patch of oil which 20 minutes later passed over the spot where the Empress had been at anchor. All of which would indicate that Capt. Robinson is an ideal commander for a world cruise. Starting with the Canadian Pacific in 1895, he has served on many ships. During the war he commanded the Empress of Russia, then an armed cruiser of the British admiralty, and was in at the finish of the raider Emden in the Paeffic.
