APPREHENSIVE OF FRENCH ATTITUDE
LONDON, April 10.—There was a feeling of apprehension thrust England today over the attitude France may assume toward the Dawes reparations report.
The view was openly expressed that France can either bring European peace or further chaos.
There were indications that all British parties are ready to support Premier MacDonald if he accepts the report in behalf of England.
Opinion is general that, if France accuses Germany will be bound to accept the Dawes plan.
Premier MacDonald is studying the report and has not yet closed his views. It is learned, however, that most members of the government believe the recommendations offer an extraordinary good basis for negotiations for the settlement of the situation that has been disturbing Europe for five years.
The cabinet will not act upon the report until the inter-Allied reparations commission at Paris passes upon it.

MANCHESTER GUARDIAN—The report is valuable but it remains for Premier MacDonald to hammer out a settlement with Polineare.

CLEVELAND PLAIN DEALER—Expert opinion decides that Germany is able to pay. It remains to be seen whether the nations directly concerned are willing to cooperate in the formulating of a practical plan of payment.
CHICAGO DAILY NEWS—Fair minded men everywhere will feel that the committees probably have done their work as well as was humanely possible. Intelligent and progressive sentiment the world over counts on a sympathetic and unprejudiced study of the plan and its acceptance with few, if any material changes.

Other members will be Senator McLean, Republican of Conn.; Sterling, Republican, South Dakota; Swanson, Democrat, Virginia and Caraway, Dem. of Ark.
PADLOCK ON OIL
WASHINGTON, April 10—Secretary of the Navy Wilbur today put a big padlock on the navy's oil reserves.
He announced that he would take charge of reserve lands under the control of the navy department and that no leases would be made without his personal so.

G. H. Hecke, head of the state department of agriculture, said all indications point to such a move, after a lengthy conference with the governor.
ARIZ. WILL CLOSE ROADS
LOS ANGELES, April 10—It was authentically reported this afternoon that the state of Arizona would close the four roads from California into Arizona tomorrow on account of the foot and mouth disease.
It was also learned that a protest against Arizona's insistence to fumigate every passenger and all luggage entering from California, had been lodged with Secretary of State Hughes.
The roads, which will be closed, enter Arizona at Nocledes, Parker, Blythe and Yuma.
NO DISEASE IN ARIZONA
PHOENIX, Ariz., April 10—A foot and mouth disease scare resulted from the supposed infection of a dairy herd near Chandler, was quieted today when federal veterarians diagnosed the cattle disease as blood poisoning.
Thus far no cases show any signz of the hoof and mouth disease in the state, the veterinarians said.

PADLOCK ON OIL
WASHINGTON, April 10.—Secretary of the Navy Wilbur today put a big padlock on the navy's oil reserves.
He announced that he would take charge of reserve lands under the control of the navy department and that no leases would be made without his personal approval. His policy was made known in a letter to Senator Hale, Republican of Maine, chairman of the senate naval affairs committee.

NO DISEASE IN ARIZONA
PHOENIX, Ariz., April 10.—A foot and mouth disease scare resulting from the supposed infection of a dairy herd near Chandler, was quieted today when federal veterinarians diagnosed the cattle disease as blood poisoning.
Thus far no cases show any signz of the hoof and mouth disease in the state, the veterinarians said.

WASHINGTON, April 9.—The scope of the senate's oil investigation which has already led to legal efforts for the recovery by the government of naval oil reserves in California and Wyoming, will be widened today.

NEW YORK, April 10.—The stock market closed heavy today.
The downward movement gained further momentum in the final dealings, heavy sellings of all classes of stocks causing considerable losses in many issues.
The market showed practically no rallying power, stocks closing at or near the bottom of the day.
Studebaker lost over 2 points to 89%; American Can nearly 3 points to 97%; Baldwin Loca. 2 points to 112%; Corn Products 2 points to 162%; General Elec. 3 points to 209% and Davison Chemical about 4 points to 42%.
U. S. Steel, owing to unfavorably monthly report, lost 1½ points to 96. Beth. Steel lost 1¼ to 49% and Gulf States Steel 3 points to 67.

OUTLINE PLANS FOR CONFERENCE
Yesterday's meeting in Los Angeles to discuss the program of the first industrial conference under the auspices of the State Real Estate Ass'n, to be held in Anaheim May 17, was fertile in results. The gathering, held at the Alexandria Hotel, was attended by President Henry P. Barbour, Secretary Glenn D. Williamon and Vice-President Everett A White of the State Ass'n and by various other experts.
Romaine C. Berger represented the Anaheim Realty Board, and Secretary George W. Reid of the C. of C. accompanied him, acting in behalf of the C. of C., which has invited the 100 or more members of that Ass'n of C. of C. Secretaries of So. Calif. to attend.
The invitation, tendered at Santa Barbara not long ago, was accepted.
Messrs. Hollingsworth, Glass and Miller, prominent realtors of Los Angeles, and the latter an industrial analyst, were among those who spoke.
It appeared to be the sense of the meeting that big manufacturers and the industrial department representatives of railways should be the feature of the program of speakers.
"We wish to know what the manufacturers want," said Romaine C. Berger. "We know what we've got."
The luncheon given to the delegates to the state convention at Santa Ana of the State Real Estate Ass'n helped a good deal in attracting attention to Anaheim as the meeting place of the girls industrial conference, Berger declared.

BERLIN, April 10.—German government officials today began an intensive study of the Dawes report amidst an atmosphere of doubt and optimism.
The press as a whole pointed out that decided progress had been made, the chief criticism being over the absence of a definite amount Germany must pay.
"General Dawes speaks a different language from General De Gogett (commander of the Franco-Bolgarian forces in the Ruhr)" commented Lokal Anzeiger.
"The debtor has a right to know how much he owes," said the Berlin Tageblatt.
The Vollseite Zeitung pleads for acceptance of the Dawes plan, feared that the plan "means the smashed otherwise.

With Frank A. McDonald, president of the State Building Trades as guest, Carpenters' Local No. 2207 last night held a big get together meeting in the Labor Temple. Other prominent union officials also participated and there was an interesting program of readings and music.
McDonald spoke on conditions that make for higher wage rates and a better standard of living. He asserted that good wages helped not only the workman, but everybody interested in the workman's welfare.
President McGarry of the Business Agents' Association of the District Council of Los Angeles co., spoke on the importance of organization. President A. W. Hawes of the District Council of Carpenters of Los Angeles on the early history of the organization of carpenters and joiners in America, and Abe Muir, district representative—there are seven districts into which the United States and Canada combined are divided—on unionism.

BELLIEVE FORECAST TOO LOW
CHICAGO, April 10.—Belief that the U.S. government crop forecast under-estimated the wheat yield was expressed today.
Experts, basing their figures on less than normal abandonment of acreage, estimated the crop would be around 573,000,000 bushels, 24,000,000 more than the government estimate.
This and lower prices in Liverpool as a result of favorable crop conditions abroad affected the local pit bearishly and it opened lower, but later found support that firmed prices and resulted in higher closing all around.
Wheat closed 1-8 to 5-8 higher corn up 1-8 to 1-2 and outs 1-4 to 3-4 up.
