NEW TRUCKEE RIVER BRIDGE
SACRAMENTO, March 31.—State Highway Engineer R. M. Mortin has been instructed by the Highway Commission to prepare specifications and advertise for bids for bridge construction over the Truckee river on the segment now being constructed between Truckee and the Nevada state line.
Chairman Harvey M. Toy said the authorization was part of the commission's plan to hasten construction of the Victory highway.
Not less than five bridges will be necessary, it is said, and the cost may approximate $50,000 each. With additional structures over the Southern Pacific lines, in addition to the five crossing the Truckee river, the number may be increased to nine.
Nevada county will not be asked to participate in the cost, said Toy.

WAR DEPT. GIVES ISLAND POLICIES
WASHINGTON, March 31.... Views of the war department on Philippine and Porto Rican independence will be given to the senate insular affairs committee this week, Secretary of War Weeks announced today.
The recommendation will be for a status quo of 20 years in the Philippines at the end of which time a plebiscite will be recommended, but that if this is granted, a naval base controlled by the United States will be insisted upon.
The Porto Rican recommendation will require that the island be allowed to elect its own governor after ten years.
The report carries the information that when this government assumed control of Porto Rico, it was 60 per cent illiterate and that now it is 50 per cent illiterate—therefore, the 10-year proviso.

PRICE OF BREAD BOOSTED TO 12c
Effective today, bread went up to 12 cents at Anaheim bakeries. This is an increase of two cents in some instances, although 12-cent bread has been sold here for months past, and one out of town concern long hass sold bread at 13 cents.
Quality is responsible, according to one local baker. It might be possible to sell bread as cheap as ever, but to do so would make cheap materials necessary.
San Bernardino, Riverside and part of Los Angeles County boosted the price of bread to 12 cents some three weeks ago, and only two weeks ago a Pomona bakery which sells widely in Orange co. put its bread at 12 cents retail also.
Daley's Rock Bottom Stores, which have long asked 10 cents, will continue at this price. No instructions of any increase have been received at the local stores. This price of 10 cents is uniform throughout the company's chain.
High labor costs are given as the reason for the increase. According to the statement of one bakery, a net profit of only $7.50 per 1,000 loaves has been possible, owing to heavy costs and overhead.
Zero in luck. A man named John Anderson has opened 66,000,000 oysters and hasn't found a single pearl.
