FLOOD CONTROL, WATER CONSERVATION
All up and down this goodly state; month in and month out; dry seasons and wet seasons, agitation in behalf of scientific control of floods and impoundment of flood waters should proceed. This is a need so imperative that dallying is folly. There is requisite the crystallization of sentiment in favor of the damming of streams. This will cost a great deal. But it must be done, sooner or later—the sooner the better. It would be actual economy to avert flood losses and to save surplus waters from running off to the sea. The state, with its rapidly increasing population and its growing industries, has superlative requirement of great water supply—such abundant supply at all times as only scientific impoundment of flood waters would give.
There should be systematic campaigning for this. It should be an enlightened and a fervent campaign. It should be persistent. Each and every citizen should have active part in this agitating. It concerns all.
Adequate water supply is essential to the welfare and progress of the commonwealth. Conservation of water in the only practicable way to conserve it—by damming streams subject to floods—should be given the energetic attention which its urgency warrants.
Silence is a big asset in a political campaign. Note the progress that Mr. Coolidge is making toward nomination for the Presidency in June.

ILLITERACY ASSAILED IN CALIFORNIA
Make California an English-speaking state by 1930! This is the program of the state department of education, in its Americanization work. Drive out illiteracy, is the aim. There are more than 95,000 persons in this state who are classified as illiterates—persons who are unable to read or write in any language. The anti-illiteracy movement is designed to eliminate this ignorance—to make California a white-spot region of intelligence where illiteracy cannot have a foothold.
The enlightened masses of California should co-operate in this progressive movement. It would be of vast benefit to this commonwealth to be a pacemaker for the Nation in popular intelligence. It can be done. It should be done. Each and every literate person in the state should take a hand, in some way, in this war upon ignorance. The 1930 census should find this state free of this undesirable condition. The nearly 100,000 persons in California who are mentally benighted, should be brought to see the light of intelligence. The grand old mother tongue should be taught them all.
No one should be condemned on mere idle gossip.
Washington, for the time being, is the scandal capital of the world.
It may be, in a way, a horseless age. But the "dark horse" yet figures prominently in politics.
It is easier to smile than to frown. And, heaven knows, a smiling face is more pleasing to look at than a frowning one.
Hoggish stubbornness in not giving way to the other fellow in reasonable, courteous measure, in traffic, leads to many an unnecessary accident.

Winning Forgiveness

"God's forgiveness involves three things: (1) A wrong done to God by a man; (2) the man's repentance, that is, the wrong regretted, stopped, and, if possible, made right; (3) a change on the part of God from disapproving to approving love."
MEDITATION: Jesus was continually emphasizing the truth that we limit our own lives by the attitude we take towards others. That the quality which we possess, both of forgiveness and love of others, determines in what measure we shall have the forgiveness and affection of the Father. In many ways we control our own destiny.
PERSONAL QUESTION: Is there anyone who has wronged me and repented whom I do not forgive?
PRAYER: Help us to remember, O God, that we are members of a great family. Let us so live in love with all men that thy grace may enrich the lives of all.

DINNER STORIES
A small boy running on the pavement stubbed his toe and fell. As he was crying rather lustily, an elderly gentleman remarked sympathetically:
"Never mind, my little fellow, you won't feel the pain tomorrow."
"Then," answered the little boy, between sobs, "I won't cry tomorrow."
The great barrister, John Philpott Curran, was a noted wit, but he sometimes met his match. Curran once examined a hostler who was witness in a dispute over a horse trade. Curran desired to break down the credibility of the witness by making him contradict himself, but to no avail; the witness' common sense, equanimity and good nature were not to be overturned.
Finally Curran, in a towering rage, exclaimed: "You are incorrigible! The truth is not to be got from you, for it is not in you. I see the villain in your face."
"Faith, yer honor," replied the witness, "me face must be moity elane and shinin' if it can reflect like that."
Tommy had sprained his wrist and didn't want to go to school. "But your wrist is nicely bandaged," urged his mother. "It won't prevent you from attending classes."

"POOR RICHARD'S FRAILTIES"—San Bernardino Sun
An exhaustive search in many archives has established beyond all cavil that Benjamin Franklin did write lyrics as well as further musical art by inventing the harmonica. A musical magazine makes much of it, and even produces several sets of verses, none of which will incline the casual reader to displace Robert Burns.
It is odd that they can't let Franklin rest on his already ample fame. A fine thing it would be if every man's verses are to be dragged out for prosperity to quiz, since few men there be who have not, or do not, or do not intend to, write a jingle or so. The versifying instinct is inherent in the human race. Men of blameless occupations yield to the impulse and give expression to their emotions or their whimsicalities in rhyme.
Usually the passion, like whooping cough or measles, makes its attack while the victim is young. Adult life is supposed to bring immunity, although it is true that some never succeed in shaking it off, but find it, like a winter cold, returning faithfully at certain seasons.
Mr. Franklin apparently was only a mediocre song-writer, which gives him companionship with the multitude. It is unjust to charge it against him.

REAR ADMIRAL JOSEPH STRAUSS
It's a far cry from laying mines in the North sea to holding the receivership of the Teapot Dome naval oil reserve, but officers of the navy are always prepared for anything, so there is nothing incongruous in the fact that Rear Admiral Joseph Strauss, the man who spread the allied barrier of death in the North sea during the war is now in the oil business. With A. E. Watts, vice-president of the Sinclair Consolidated Oil Corporation, Admiral Strauss is administering the affairs of Teapot dome pending the outcome of the government action to cancel the lease on it given Sinclair by Albert Bacon Fall.
Admiral Strauss is a New Yorker. He was born in the Empire State in 1861. He was admitted to the United States Naval Academy when he was 20 years old, and in 1887 was commissioned an ensign. He became a captain in 1912 and a rear admiral in 1918.
To him is given credit for the invention of the superposed turret system of mountain guns on battleships.
In 1918 he was given the task of laying a mine barrage in the North sea from Norway to Scotland, planting more than 56,000 mines. When the war was over, he had the task of taking them up. Then he was made a member of the general board of the navy, and early in 1921 was made commander-in-chief of the Asiatic fleet. Lately he has been on duty in Washington.
