SWINDLING PROMOTERS IN OIL DEALS HELD
Indictments are being returned, in United States court at Los Angeles, against oil promoters charged with using the malls to defraud. This vigorous procedure should be maintained. This form of swindling is very nefarious. The public should be protected against it. No newspaper should carry advertisements from oil concerns or any other concern whose methods are questionable and whose purpose is to defraud those who give them their confidence and their money for investment.
Alluring offers of fanciful returns on investment lead many hard-working persons of limited means, who ill can afford to lose anything, to risk their money. And in too many cases their money never comes back to them. Fraudulent oil stocks are notoriously common and swindles of this nature are cruel and entail hardships upon the persons defrauded. All the might of governmental authority should be directed against these swindles. Those guilty of frauds of this nature should be exposed, prosecuted and punished.
Reputable concerns, whose methods are honest and honorable, should decry all indulgence in frauds and should lend their influence toward bringing swindlers to justice and toward breaking up fraudulent practices.

RUINOUS EARTHQUAKE IN COSTA RICA
Costa Rica has experienced a destructive earthquake which has damaged a great number of buildings and caused many casualties in San Jose, capital of that little republic. This city lies in a region that is subject to frequent severe shocks.
That remarkable changes in the physical body of the earth are taking place is indicated by the several severe earth shocks of the last few months—the worst of which was the disaster which befell Japan. Hundreds of thousands of lives have been lost, and property ruined ran into billions of dollars. These dreadful visitations came upon regions which are widely separated, geographically. There seemingly is violent disturbance of the interior of the earth, and in those regions where the earth's crust is thinnest and weakest there occur violent earthquakes, with resultant loss of life and ruin of property. The United States is singularly free from these calamitous quakings of the earth. This country has suffered less, perhaps, from earthquakes than any other territorially great country on the globe.

"BETTER CLASSES" AND CHILDREN—Fresno Republican
A professor of zoology extends his operations into the field of human eugenics by declaring the race is deteriorating by the fact that our "better classes" do not produce children enough and our poorer classes produce too many children.
We wish the means by which such gentlemen get attention would include some figures to show that their opinions are well based. We think they are in fact untrue.
We do not hold that poverty can produce better men and women. But neither has there been any showing that better men and women are produced from the wealthier "upper classes."
Better bodies and better minds go together, usually. But only if they are also reinforced with better "souls." And wealth too often does not produce better souls.
And any observation that supposes that cultural advance produces the only capable leadership in communities or nations has been too often contradicted to permit of our glorifying our "intelligent" classes as affording a dividing line between approved and unworthy producers of children.
All the efforts of apologists to show that Abraham Lincoln came of "fine stock" does not contradict the fact that Lincoln was, to the superficial observation, born of "po' white trash." Yet what a loss there would have been to American life if Abraham Lincoln had not lived!
And what a loss there would be to American life if we depended for our social and communal advancement only on those intelligent classes" among us now.
The trouble with men like Dr. S. J. Holmes is that they cannot define, or at least cannot get abroad to their wider audiences, any definition of what the desirable intelligent classes, or "better endowed stock," is.
