YOU ARE INVITED TO BOOST FOR THIS HIGHWAY ACTIVITY IN BUILDING IS LESS General Slowing Down on Coast, Southland an Exception A slight seasonal reduction in building activity chiefly noted the larger California cities and inter-mountain states, is recorded for January in the Pacific Crest section of the National Build Survey of S. W. Straus & Co. This survey, however, shows very substantial increase in January figures over those of same period of last year. The grand total of build permits issued during January this year in 54 principal cities the seven Pacific Coast States $38,440,947. This figure is 6 cent less than the December 1923, total for these cities, shows a 22 per cent gain to the total for last January. California's January total $30,256,496, from 35 cities included in the S. W. Straus & survey, shows a 15 per cent over last January but a rejection of 17 per cent from theember figures. COSTA MESA COAST BOUNDARY WARD ISLAND PACIFIC OCEAN BALBOA ISLAND ROCK JETTY HARBOR ENTRANCE PROPOSED ROAD From ANAHIM NEWPORT HARBOR CONNECTING WITH THE STATE COAST HIGHWAY California's January total $30,256,496, from 35 cities included in the S.W. Straus & survey shows a 15 per cent over last January but a reduction of 17 per cent from the December figures. Of these cities, 22 show gains for January over December while including the larger cities, reductions. The Northwestern States report a remarkable activity, 12 reporting a total of $7,863, which shows a gain of 50 per cent for January over last January and a gain of 133 per cent over December. Seven cities of the Intermaintain States report $320,461, showing a reduction of 20 per cent from last January figures and of 59 per cent in December. Los Angeles issued $13,158 in building permits during January, 34 per cent of the total for the entire list of cities in the Straus survey, figure is 16 per cent greater than that of last January but per cent under the Decen record. Seattle reports a January of $3,341,435, and shows a gain of 219 per cent over last January and 215 per cent December. Tacoma's total of $2,350 for January shows a gain of per cent over last January and 58 per cent over December. Long Beach, with a Jan total of $2,198,048, report gain of 131 per cent over January and a gain of 154 per cent over December. Portland, reporting $1,778 for January, shows a 15 per cent gain over last January and 22 per cent gain over December. San Francisco reports $3,413 for January, showing reductions of less than one per cent from last January but of 32 per cent from the December total. San Diego's January total $738,431 is 38 per cent greater than last January's figure shows a 29 per cent reduction from December. Oakland, reporting $2,015 for January, shows a 9 per gain over last January but a loss of 21 per cent from December figures. The accompanying map shows the proposed truck highway from the Fullerton-Anaheim district to the harbor. Anaheim is preparing to pave thru the city limits to connect this route with Fullerton and regions beyond. Costa Mesa is moving to pave a distance of two miles at the south end of the route. When completed this road will form a north and south "main backbone artery" thru the county. It will relieve the growing congestion by way of Santa Ana. It will bind Anaheim and Fullerton closer together and bring the harbor five miles nearer to their newly forming industrial section. It will speed up industrial growth along the route, and especially at the points where the railroads intersect the highway, if proper advantage is taken of these locations. It will help Garden Grove grow eastward. It will cause Santa Ana to continue expanding southwestward. It will connect with the new coast highway and greatly accelerate development in the harbor district. A little discrepancy will be noted in the map with respect to South Main Street, Santa Ana. It was necessary to condense in this case in order to include that important thorofare. For free copies of this map address W. C. Of these 35, 22 show gains for Jan- FULLERTON BOARD DISCUSSED ROAD The proposed new road between Anaheim and Fullerton connecting No. Lemon-st. with Harvard-ave. was discussed last night by Fullerton trustees, presented by George Raymer, secretary of the Fullerton C. of C. Mr. Raymer said that all the property owners along the way had signed up for granting the right-of-way, but one of them with the proviso that he be given $2000 and all with the proviso that the road be paved immediately. These provisions vexed trustees who desire that the road be opened, but say that Fullerton at this time has no money with which to do paving. The matter was held over a week. An ordinance prohibiting cars from parking on paved streets between the hours of 1 and 5 a.m. in order that the streets might be swept, and prohibiting cars from parking on newly paved streets for 90 days passed and was adopted. A protest was made against ornamental lights on West Whiting and No. Richman-aves. The hearing was continued. A petition was received from residents of East Brookdale-ave., asking that their street be included in the east side paving district. A motion was passed that the petition be granted. The matter of widening Valencia Drive was brought up, but R. A. Maraden, trustee, who had been investigating the proposition, was sick, and the matter was continued. An effort was made to revive action on the much mooted Starbuck-rd., but Mayor W. F. Coulter and other members of the board did not approve and the matter was dropped. AGREEMENT STRICTLY BINDS Builders Can't Dodge Sewer Contract, Steward Shows Messrs. de Waard & Cobham will have a difficult time dodging the issue in connection with the ocean section of the outfall sewer, which already has cost them more than $20,000 over and above their contract price. City Manager O. E. Steward shows, Anaheim is interested, because the sewer in its entirety cannot be used until all sections are completed. The contractors are asking costs plus 15 per cent. Here is a copy of Section XVIII of the contract which is apropos here: Article XVIII—If the contractor shall fail to commence the work within the time specified or fails to prosecute the work diligently, continuously, and in good faith to completion (unless a suspension of the work is permitted by the city in writing) or if at any time during the prosecution of the work it shall appear to the engineer or to the city that the 29 Permits Are Issued Today No permits for large stuures had been issued by building inspector during the nuary up to today, but per numbered 29, showing healthy state of activity in city. These 29 represent a variation of $37,250, made up small amounts, a few tands at most, to be spent new houses or repairs. PHONE CALLS JUMPING HI Toll calls so far in Feb have averaged 366 per day, paired with 329 per day inuary, according to Manager Board of the Anaheim tele exchange. Local calls have increased 11,000 to 14,000 per day. In this connection Beard be known that all, not part or emergency calls to Beach, were now sent via Ana instead of via Los Angeles. This puts an end to the waits that patrons often had experienced in the past. Facilities also have been creased to handle toll call greater volume. Beard pointed with satisfaction to the fact that purchase stock in the American Tele & Telegraph Co. had real size-growth profit in the past months thru an advance in... $5,000,000 LOST IN CROOKED SCHEMES More than $5,000,000 has been taken out of Orange County by crooked stock selling schemes since say October, 1921, according to Franklin P. Steed, expert accountant. Steed has handled the books of many such concerns in the County after investors have been fleeced out of their good dollars, the latest being the Keen Hat Stores. Of his own knowledge, including companies which he has investigated, approximately $1,500,000 has been lost in this way, says Steed. One reason why investors fell for the Keen Hat Stores plan was that it was theoretically sound. The only defects lay in the personal equation—the character of the trustees—and the fact that the trustees were given too complete control over the concern's finances. But mineral stock of one sort or another, motor stock and what not has been sold with equal or greater facility here by clever salesmen. All the principal cities of the County have been victimized similarly, says Steed. Close examination of the method of organization, in the accountant's opinion, would often protect investors. After that, look at the personnel of the promoters. Article XVIII—If the contractor shall fail to commence the work within the time specified or fails to prosecute the work diligently, continuously, and in good faith to completion (unless a suspension of the work is permitted by the city in writing) or if at any time during the prosecution of the work it shall appear to the engineer or to the city that the labor employed, plant, machinery, equipment and tools provided or the character or progress of the work or the materials furnished by the contractor are not such as will in the judgment of the engineer of the city, insure the completion of the work within the time specified and in strict accordance with the plans, profiles and specifications and the contractor shall fail, neglect or refuse, for five days after notice in writing given by the engineer to the contractor and his sureties, to commence or proceed with the work, or to supply additional labor, plant, machinery, equipment and tools, or to make such improvements in the character of the work or the materials as in the judgment of the engineer is requisite to complete the same within the time specified, and in accordance with the plans, profiles and specifications, then the city may be a declaration in writing to that effect declare this contract abandoned. In case of the abandonment of this contract by the contractor, as above provided for, the city shall, in writing, notify the contractor and sureties of that fact, and also notify in writing the said sureties that if it or they desire to do so it or they may proceed to carry out the terms of this contract, provided the same be commenced within five days after notice. If the contractor abandon contract and as above provided the work done by the city shall appear from the statement of the engineer the same is completed that cost and expenses thereof be ceded the contract price for which statement shall conclusive upon the conclusion upon the合同 and sureties; then any sums of money due or to pay due the contractor at hand the contract was abandoned applies towards the payment said costs and expenses; case there shall not be used of said money to pay said expense; then the contractor pay the difference in cash city on its demand. And there shall be no money to become due the contract work done; then the contractor shall pay to the city in cash demand the difference between the contract price for this and the cost and expense city for doing the same. As a member of the delegation which visited Washington in the interest of Newport Bay, Mr. Chapman can speak with authority of the Washington view and as a nationally known successful business man he can suggest the best methods and plans to be followed to bring about the county wide development of Newport Bay into Orange County Harbor. A large representation from all over Orange County is expected to be present, and for this occasion. Hon Francis Cuttle, of Riverside, chairman of the delegation to Washington, will be present. Mr. Cuttle represents the close cooperation existing between the counties of Riverside and San Bernardino with Orange County, as upon his appointment to serve as one of the representatives for Orange County, he was immediately appointed by the proper officials to also represent the respective counties of Riverside and San Bernardino as well. In order that proper provision may be made to accommodate all who wish to hear the valuable address of Mr. Chapman, it will be necessary to secure tickets well in advance. The tickets are now on sale by the members of the Special Committee or may be secured at the Harbor Chamber of Commerce, City Hall, Newport Beach. The first "Stampede" was held at Costa Mesa a few weeks ago and the Harbor Chamber plans to continue these meetings up to and possibly throughout the summer season, and they are open to all who are interested in the Harbor, whether or not they are members of the Harbor Chamber of Commerce.
