PROTECTION TO OWNER IN BOND Builders' Exchange Hears I. E. Beebe told the member of the Orange County Branch he Los Angeles Builders' Exchange at their monthly lunchcon night in the Elks' club. President George R. Wells of ta Ana presided. Frank B. Den of Anaheim told a lot of using stories. Tom Weston of ta Ana reported progress in training of the proposed Coun-Building Code and J. Stroupe the Los Angeles Exchange spoke highly on the value of co-operating among the crafts etc., reprinted in the exchange. Fuller, March 4 are the place and name of the next gathering. Beebe, who delivered the principal speech of the evening, decided that contractors themselves agreed that a surety bond be relied upon because in that way their sponsors competitors were eliminated. This in spite of the fact that the one and one-nalf per cent charge for the bond was added to the contract price. On Jan. 1 comparison with the corresponding date of 1922, the last normal year, was not very unfavorable, but a lowering of the water level since then, combined with a rise of six and one-half feet in the first month of 1922, have made the comparison now decidedly unfavorable. Two years of subnormal rains are making themselves felt. On Feb. 5 just past, well No. 1's level was 81 feet, seven inches down, a drop of a foot and seven inches since Jan. 2. On Feb. 1, 1922, the level was 73 feet, two inches. The level on Jan. 3, 1922, was 79 feet eight inches, against 80 feet on Jan. 2, 1924. Last year the highest point of the well was reached on March 1, when the level lay only 60 feet 1 inch below the surface of the ground. This year, unless heavy rains come this month, March 1 will witness a much more disadvantageous comparison even then the first week of February. Engineers of the principal cities of the county already have recognized the serious state of things and have conferred with the view of insuring a sufficient water supply in the future. If oil isn't found, the lots will be fully improved. FRISCO OFFICIALS DENY GAS INQUIRY SAN FRANCISCO, Feb. 6.-Denial that a federal investigation of the gasoline prices had been launched by the government was made today at the department of Justice. "Department of justice officers are doing absolutely nothing in connection with gasoline prices," It was stated at the department's offices. Steward City Manager Regardless of how the differences of opinion between Contractors de Waard & Cobham may be settled, regarding the responsibility for an increase of upwards of $20,000 in the cost of the ocean section of the outfall sewer, that section, and consequently the sewer as a whole, cannot be finished for 60 days, according to City Manager O.E. Steward. The sewer was to be ready for use months ahead of time. Steward had predicted. Discussing the population estimates of R.F. Goudy, southern division engineer, Steward declared that Anaheim, far from having to wait for 20 or 25 years to reach 25,000, would be at that mark within 15 years. This is merely the city manager's estimate, but it is based on the city's growth in years past. Anaheim has doubled in five years, and while it won't continue long to do so, the pace of its growth will only gradually slacken.
