Work was started this morning to clear away the debris caused by last night's fire which destroyed a block in the heart of the business district of Tia Juana, picturesque border city which is annually visited by a million pleasure bent American tourists. The block is considered the choicest in the resort town and the various business men affected announced that work would be immediately started toward rebuilding with the object of resuming business by February first—which is the winter tourist mid-season. The property loss of $1,250,000 will be practically complete, as little, if any, insurance is carried by the Tia Juana merchants or property owners. The lack of fire protection, there being but the crudest of water systems and the town boasting not a single fire-proof building, makes insurance rates prohibitive, it was said. Most of the damage was sustained by liquor houses, stocks of high grade wet goods, estimated to be worth half a million dollars (not at American bootleg prices), went up in smoke when the filmy storehouses and saloons were burned. Hundreds of American visitors were courting the goddess of chance in the Foreign Club and the Tivoll Casino in adjacent blocks when the fire broke out. They hurriedly left the roulette, dice and card tables and joined the rabble and ribald of the resort in a mad scramble for the free champagne that was had by all during the feeble efforts of CLOSE ROADHOUSES SELLING LIQUOR LOS ANGELES, Nov. 24. War on roadhouses selling or permitting the serving of liquors were predictions today of Charles F. Galling, prohibition enforcement agent, who today took over the reins of this district from H. H. Dolley. Nuisance charges will be filed against each of the roadhouses in which liquor is found in the future and, in event of a second offense, the federal courts will be asked to close the places, it was announced. The war on the roadhouses followed raids on several cafes between Los Angeles and the beach. The place most recently raided was the Green Mill, on the first night of its opening, and the arrest of half a dozen persons, and the owner, charged with maintaining a nuisance. KILL MEALY BUG There is not a citrus fruit grove in the county, infested last spring with mealy bug, that is not now commercially clean. C. H. Russell, manager of the county inspectory here, declared here today. This newest invader of the orchard can be kept under control and after a certain amount of work practically eliminated, Russell showed. Spraying, however, is only partially effective. Live predators alone have been found capable to controlling the pest. The cryptomus especially, the scymnus brown and particularly the green lacewing and the syrphid fly's larvae are all used. Dickson Tubbs, who was added to the force of the insectos has made it his special job to inspect all newly infested groves. COME—SEE COMPARE mated to be worth half a million dollars (not at American bootlegging prices), went up in smoke when the flimsy storehouses and saloons were burned. Hundreds of American visitors were courting the goddess of chance in the Foreign Club and the Tivoli Casino in adjacent blocks when the fire broke out. They hurriedly left the roulette, dice and card tables and joined the rabble and ribald of the resort in a mad scramble for the free champagne that was had by all during the feeble efforts of the saloon owners to salvage a portion of their cholestocks. Mexican authorities denied reports that the fire had uncovered a money counterfeiting plant and a $250,000 cache of narcotic drugs. The race track and the larger gambling casinos are situated some distance from the scene of the fire and were undamaged. The fire will not no wise affect the racing plant which opens on Thanksgiving Day. "Well, Mike, it costs a lot, but there's a lot goes with it. An then them new conveniences are great things.
