LA. GOVERNOR URGES
PROTECTION TARIFF
DENVER, Oct. 9.—Declaring himself to be a protectionist, Governor John M. Parker of Louisiana today addressed the opening meeting of the Western Tariff association, convened in this city for the purpose of discussing tariff problems of western producers and with a view to eliminating the national tariff from the arena of politics.
Governor Parker said, in part:
"I am a protectionist. I believe in the tariff and that it should be so graduated that those engaged in producing from the soil necessary food products, devoting their brain, time and energy to their work, are entitled to a reasonable profit and a comfortable living. I believe with all my soul that the American man on equal terms can work with anyone, but he cannot possibly compose with those nations who wear practically no clothes, whose wants are very limited, whose only hopes are for an existence and who have few ideals."
"To my mind the most valuable possessions of America today are her agriculturists, the vast majority of whom are law-abiding, God-fearing citizens and in marked contrast to the congested, money-mad population of many of our great cities.
"With the enormous mass of tax-free bonds, which have been issued and largely purchased by the rich in order to avoid all forms of taxation, with the certainty that capital is very timid and not seeking investments, and with the further certainty that the burden of taxes, falling on the shoulders of the farmer, is almost greater than he can bear, and that lots of them are surrendering their farms and going to the city, it appeals to me that the tariff question is more important than ever before in our history and should not"
ATTEMPT TO RESTORE NORMAL CONDITIONS
PARIS, Oct. 9.—The German charge d'affaires at Brussels held a conference with M. Jaspar, the foreign minister, requesting that France, Belgium and Germany enter into direct negotiations to restore normal industrial conditions in the Ruhr, said a Brussels dispatch to L'Intran-elegant today.
M. Jaspar replied that Germany must first request the coat miners return to work and guarantee to reimburse German industrialists for reparations payments in kind before there can be any further reparations negotiations.
LOS ANGELES WOULD DIGNIFY POLICE
LOS ANGELES, Oct. 9.—Motion picture comedies, in which policemen are depicted in contemptuous and would-be humorous roles and situations, are really incubators of crime. At least Chief of Police August Vollmer of Los Angeles is out with that statement and proposes to secure better treatment for policemen on the screen, where the copper will no longer be hurled into flour bins, plastered with custard pies or uncerebrously dumped into mud holes.
Vollmer, who gained fame for himself and his city as the "scientific cop" when he was chief of police of Berkeley, Calif., is a student of psychology as a means of crime detection.
The chief not only hopes to see the end of such misrepresentations in pictures which bring the law and those who enforce it into contempt and disrepute, but he hopes for the day when the policeman will appear before the public as a shining angel of right and justice, regarded as a friend of the public, always ready to protect it and look after its every interest.
