RAPID SUGAR JUMP NEVER JUSTIFIED (By Robert S. Thornburgh) (I.N.S. Staff Correspondent) WASHINGTON, June 8. — Sugar rapid jump in price, which in a few months has cost the American people millions of dollars, was economically unjustified and artificially prompted, according to the interpretation of figures contained in the "survey of current business" compiled by the Department of Commerce and Bureau of Census, made public today. During March when sugar climbed one and three-length cents a pound, refiners apparently were stocking up; stocks on hand having increased per 160,000 long tons, that month. The survey disclosed that refiners had stocks of 124,164 long tons Feb. 26 and 284,800 long tons March 31, compared to 272,811 long tons March 31, 1922. Cuban sugar magnates followed suit, the sugar "reserve" February 28 having totaled 460,009 long tons and 552,692 long tons March 31, against 799,619 in March, 1922. The official figure shows the wholesale price of refined sugar on the New York market to have been $0.073 February 28, and $0.086 March 31, compared to $0.052 March 31, 1922. Prices remained low in 1922, although in no month did the stocks of refined sugar in refiner's hands exceed the March 31 reserve of this year. In July, 1922, refined stocks were given as 95,719 long tons. The maximum supply was reached in September with 226,668 long tons, the reserve having fallen by December 31 to 177,470 long tons. The accumulation of sugar stocks in March, during the price rise, is believed to be highly significant and probably has a bearing on future advances. Further official reports will disclose the condition of sugar stocks in the United States and Cuba for April and May and these figures will be of value to the government in determining just what is being done to the market. PREMIER MUSSOLINI WORRIRED OVER POET PARIS, June 9 — Faschti police at Milan have arrested a number of officers formerly attached to Gabrielo D'Annunzio's Flume legionnaires on the charge of plotting against Premier Bonito Mussolini, according to a dispatch from Milan today. Among those arrested was Major Baseggio. Secret police watching D'Annunzio's every move were said to have gone so far as to open the "poet warrior"'s mall. Angered because his letters were read, D'Annunzion asked visiting friends to carry letters for him when they went away so they could be mailed outside of Italy.
