Staff Correspondent WASHINGTON, April 22.—Plans were complete today by the depts of agriculture and commerce for their investigation of the rubber industry to determine if the United States can produce the rubber that it independently of the rest of the world. Eldson of San Francisco led the individual batting average with a percentage of .468 for 16 games. Leslie of Salt Lake is giving him a close chace for honors with .458 for 16 games. Wilhoft in 12 games batted .444 and Peters in 14 games .440. Both are with Salt Lake. Valla, another Seal, in 16 games bated .421. HEADS CUT OFF FOR “LOBBYING” (By International News Service) SACRAMENTO, April 23.—State officials will be "docked" a day's pay for every day they are "caught" lobbying about the capitol, according to a new edict issued today by Governor Richardson. Attorney Graupner of the industrial accident commission, has already been called home; and Paul Scharrenberg has been removed as a commissioner of immigration and housing for their activities against the economy program. Governor Richardson said: "I am determined to do my part in helping the legislature to free itself of objectionable lobbyists of all kinds. State employees must attend to their duties and refrain from influencing the legislature unless called upon for service. FRUIT SHIPMENTS RECORD IN MARCH Shipments of oranges in March from So. Calif., were the largest with one exception of any March on record, according to figures of the California Fruit Growers Exchange. They amounted to 6,071 cars against 5,863 in March, 1917, the record. Shipments from the northern citrus belt of the State amounted to only 51 cars, smaller than usual. Florida shipped 3,117 cars of oranges the largest in its history, and 3,028 cars of grapefruit, also a record. Porto Rico shipped 286 cars of oranges and grapefruit or a total of 12,563. The total of 12,563 cars from all three producing sections, including Porto Rico, were shipped. From sept. 1 last to March 31, 17,422 cars were shipped from the southern belt of California, the record except for 1917, when 18,170 cars were shipped; from the northern belt 5,052, the best showing yet; from Florida—oranges, 20,904 and grapefruit, 13,510, both records; from Porto Rico, 2,469 of oranges and grapefruit combined.
