AUTO CLUB GIVES ATTITUDE ON NEW ROAD LEGISLATION
Declaring its policy on road construction, directors of the Auto Club of So. Calif., are making public today throughout the Southland their attitude on pending tax legislation for highway purposes. The club proposes a tax of more than one cent a gallon on gas.
Here are the resolutions unanimously carried:
1. No new mileage should be added to the State Highway System at the present session of the legislature. In other words, it is the policy of the Club that the State should assume no new commitments while its present road building projects are uncompleted.
2. State Highway construction work should be paid for by bond issue or legislative appropriation. None should be provided for at this session as the State now has road contracts in excess of $16,000,000. We believe these contracts will fully occupy the Highway Commission's attention and we do not favor the raising of additional funds for construction during 1923.
3. State Highway maintenance work and reconstruction should be paid for by motor vehicle owners through fees or indirect taxes.
4. All fees raised directly or indirectly from motor vehicle owners should be placed in one fund—the Motor Vehicle Fund, which should be divided equally between the state and counties after the Motor Vehicle Department expenses are paid therefrom. This is the division provided for by law at the present time.
5. There should be no change in the fees paid by motor vehicle owners prior to February 1st, 1924; the fees to be paid by motor vehicle owners during the year beginning February 1st, 1924, should not exceed $15,000,000.
6. The fees to be paid by each individual motor vehicle owner should be based upon the damage caused by

6. The fees to be paid by each individual motor vehicle owner should be based upon the damage caused by his vehicle to the highways and should take into consideration two factors—weight and mileage.
We believe that such fees should not at the present time exceed $2.00 as a registration fee and one cent per gallon as a motor fuel tax and that the balance should be raised by a weight tax. We believe that the registration fee proposed would yield approximately $2,000,000 per aid that the proposed motor fuel tax would raise approximately $6,000,000 per. We believe that the weight fees should differentiate between vehicles

We suggest a tax of one-quarter cent per pound on all pneumatic tire equipped vehicles (so-called pleasure cars included) and one-half cent per pound on all solid tire equipped vehicles, basing the tax on the combined weight of the vehicle and its load capacity. Such a tax would yield in excess of $7,000,000, or the balance of the maximum revenue suggested.
The weight of the load of passenger vehicles should be figured by multiplying the passenger carrying capacity by one hundred and fifty pounds, and the weight of the load of trucks and all other commercial vehicles should be based upon the manufacturer's rated load capacity.

WOMAN, 105, FAVORS EARLY MARRIAGE
ATLANTIC CITY, N. J. — Early marriage, "so that husband and wife may go through life together, sharing the bad with the good, each helping the other," was advised by Mrs. Benrietta Turts of Pittsburgh, 109, after she had given the hand of her granddaughter, Lucille Caplets of Atlantic City, in amrringe to Morris Levy, an attorney of 1492 Broadway, New York.
Mrs. Turts walked with Miss Caplets before Rubbil Abrham Levy of the Rodef Sholem Synagogue, in the Brittath hotel here, where the ceremony was performed, and stood beside her granddaughter throughout the service.
"This takes me back to my girlhood," she said later. "Every girl deserves a mate and protection in
