The seventy-fifth anniversary of the discovery of gold in California is at hand. What marvous events since James W. Marshall's fateful find! California has added enormous sums to the wealth of the world since that epochal day in this region's development. The influence of California gold production upon the financial and economical status of the United States and foreign nations cannot be measured.
This El Dorado brought into circulation huge sums of the precious metal. The world's available monetary supply has been augmented hugely by the steady output of California's gold mines, besides the mines have made to the arts and crafts.
California's gold deposits are not exhausted, by any means. Gold production here leads all the states. It runs into the millions annually. Gold mining is an industry of importance, well worth encouraging and promoting in every way possible. It is a great asset to the state.
Discovery of gold hastened the settlement and development of California along modern lines. It has been a romantic period, with historic episodes such as no other region on earth ever experienced.
GRIM WAR IS IMPENDING IN EUROPE
The miraculous may transpire and peace be maintained in Europe. But from present inflamed conditions, there must be a miracle to avert a reign of bloodshed from the Baltic to Asia Minor. With grim perversity events are tending more and more towards open warfare.
The United States, so far, has maintained the friendly, peace-promoting attitude that war should not be "over there." But, so far as peaks on the surface, this government has taken no positive, advanced step to try to turn aside the flood...

California is building in immense volume. And this is not fictitious boom building. It is construction that is needed.

And further than proposing to help as a friend to all Europe it is difficult to find a formula that the United States safely and profitably could follow with good effects for Europe and with safety to itself, without becoming enmeshed in the domestic politics of Europe—which this country never should do.
Education is the birthright of every American child.
When California is studded with flood-control systems—as it will be some time—destructive overflows, caused by heavy rains or melting snows, will be at an end.

The exact figures for 1922 are not yet available, but they will greatly exceed taxes for each mile of railroad operated were $414 in 1912 and $1,270 for 1922.

Many public men are keenly alive to the serious situation arising from this and have dealt with it in recent addresses. Senator Borah says:
"It will be very difficult to reduce freight rates, if we contend this country to increase taxes upon railroads as we have for four years."
The magnitude of the bill suggests one reason why new stations, locomotive railroad lines are possible only in a limited way, and why passenger fares and much higher than 10 years ago.
The tax bill comes ahead of everything.

A little more than five years ago there took place in Russia a Bolshevik revolution which was intended to destroy certain things and to build up certain things. The things to be destroyed were imperialism and militarism. The things to be attained were political power and liberty for the Russian people, bread and work for the Russian people under the Communist system of production, education for the Russian people, and for the working classes outside of Russia a world revolution.
Today it is recorded that this program has been rather sharly departed from. The Russian people has no political power, but is ruled admittedly by a minority dictatorship. The Russian people has no liberty, but is restricted to reading of the official Bolshevik newspapers and is permitted to stay away from public assemblies unless they are prepared to vote straight Bolshevik. Bread for the Russian people has to be supplied in part by American charity, and employment for the town workers has to be supplied in part by American capital. The schools and universities are worse off than they were under the Czar. The world revolution has failed to come off.
But there is one outstanding achievement that can not be denied to the Soviet experiment. It has built up an army that a good many observers from Russia agree in describing as the finest army in the world. This army is largely officered by former army employees of the Czar and is under the command of Gen. Brusiloff, who was the Czar's most successful general in the war.
The only pity is that the Soviet government has succeeded in winning over or at least in utilizing the new ideas from that important source.

Otto Kahn chairman of the Metropolitan Opera Company, and he has hinted that an in furthering the new idea woule come from that important source.
