WOULD LET GREEKS & ARMENIANS COME WASHINGTON, Dec. 11.—Appeals from all over the country are being made to Congress and the Administration to raise the immigration bars to allow Armenian and Greek refugees from Turkey's oppression to enter the United States for a limited time. The Federal Council of Churches some days ago presented the first appeal to Government officials in Washington. This appeal, which stated that America has always welcomed political and religious refugees, pointed out that an act of Congress will be required to meet this emergency. Senator Walsh of Massachusetts has introduced such an amendment. The request of the Federal Council is being backed not only by the churches and church people throughout the country but by various other organizations. In a new appeal issued today, the Rev. Samuel McCrea Cavert, one of the general secretaries says: "At Ellis Island there are many Greeks and Armenians from Asia Minor and Thrace who are being denied admission because the annual quotas of immigration for those groups for the year 1922-23 are exhausted. Even in the case of those who have prosperous relatives in America ready to receive them no entrance is possible until some action is taken by Congress. "Where are these refugees to go? Smyrna is only one incident, even if the most tragic of the Turkish policy. The roads from Thrace are reported as crowded with these people. Any day may record a similar exodus from Constantinople. "Even with the help of Bulgaria and Serbia, Greece cannot possibly care for the hosts pouring in upon her. More than half a million are reported as having arrived already. The total number will probably be one million, which means an increase of twenty per cent in the population of Greece. Obviously, Greece cannot bear this burden alone—America must help in some way. "One of the simplest and most natural ways would be for the United States to receive within her borders a limited number of them. Surely the established principle of restrictive immigration laws is not to be used as making impossible strict requirements of present immigration standards, and who would come in care of responsible relatives or organizations so that there would be no danger of their becoming public charges."
