Voters Called to Fight for Great Economy in Government
The great part played by Congress—and still to be played—in introducing business into Government, is emphasized by John T. Pratt, Chairman of the National Budget Committee. In commenting on the recent speech of Brigadier General Charles G. Dawes, former Director of the Bureau of the Budget, at a dinner given in his honor by supporters of the Budget.
"In his enthusiasm for the indisputably effective pressure exerted by President Harding in administering the Budget Act," Mr. Pratt says, "General Dawes appeared to minimize the importance of the Act itself and ignored entirely the contributions which Congress has made during the last year toward the perfection of the budgetary system as a whole. In the view of those who have been advocating budgetary reform it was a most fortunate thing that President Harding assumed the attitude he did, but it would be equally unfortunate if the people of the country should be permitted to lose sight of the fact that without the cooperation of Congress the activities of the President in the interest of efficiency and economy would have been, and in the future will be, confined within comparatively narrow limits.

MARTIAL LAW OVER BULGARIA ORDERED
SOFIA, Dec. 11.—Many prominent persons are reported to have been assassinated in a serious suprising at Kustendil, as a result of which marital law was declared throughout Bulgaria today.
All restaurants and theatres have been ordered closed.
Troops which had been driven from Kustendil by the mutioneers reoccupied the city without meeting serious resistance.

YORKVILLE, Ohio, Dec. 11.—The fire department was called to the home of Sam Papleh, where smoke was seen pouring from a room. The volunteer firemen broke down the locked door, finding a roomer in bed, with three formal-dehyde candies—such as are used for fumigating—burning in the place. The roomer was carried out, none the worst for the peculiar accident.

It succeeded when Congress acknowledged itself bound by the plain implications of its own Act and subjected itself to a procedure which was in conformity with the new duties and responsibilities which it had imposed upon the President.
"There are reasons for believing that Congressional devotion to the budget idea will be tested in the next Congress. The President has authorized Brigadier General Herbert M. Lord, the present Budget Bureau Director, to direct the various department heads to revise their estimated expenditures for 1924 to accord with the estimated revenues, the object being to avoid the prospective deficit. Under the Budget Act no officer or employee of any department or establishment may submit to Congress any estimate or request for an appropriation, unless at the request of either House of Congress.
"Unless at the request of either House of Congress." There, it seems to me, lies the danger to the integrity of the budget system. Congress having the final word with respect to appropriations, may conceivably tender the President's budget recommendations mutually simply apartmental heads and bureau chiefs and take rather than that of the President and his budget as to the appropriations necessary."
