ABANDON WELLS IN BIXBY HILLS With Oil Operators There does not seem to be much of a chance for the Bixby Hills as an oil field. The Shell Co. has abandoned both the Chino and the Olinda. Chino went to 2400 feet and showed brown shale for over 500 feet and it was not deemed advisable to continue. The Olinda well was carried to 4600 in the hope of finding something, but nothing was found. The same brown shale run in the Olinda well for a 1000 feet. The National Security Co. (Buatty) is the only company left in the field doing actual drilling. The National well is at 3460 and showing much the same brown shale. The Standard Oil Co. is not leaving Garden Grove without making a thorough test for oil. The Chaffee well now the deepest well drilling in So. Calif., is at 5630 and not looking any more like an oil well than it did when first spudded in. The Standard's Mitchell No. 1 at Buena Park is making splendid progress drilling but as yet is not showing any indications of oil. Drilling is now close to 2000 feet. With the bringing in of the Amalgamated's gusher at Dellugge No. 1 Santa Fe Springs take on renewed activity, the operators have received the much needed encouragement. The Amalgamated well is now the second largest producer in So. Calif. and the largest producer at Santa Fe Springs. The production has climbed from 3800 to 4100 barrels. With the ice broken, a number of new wells will increase the Santa Fe Springs production soon. The Fullerton Oil Co. has a well drilling close to production. The Central Oil Co. at its tank farm well is beginning to anticipate something soon. The Standard Oil Co. has three wells, Brownrigg-Kellar, Hepler, and Wolfskill about ready to go on production. The Union Oil Co. has three wells in rather close to the big Bell producer down deep and not showing much of anything. Bell No. 4 is at 3975 in hard sand and not showing any oil. Flod No. 1 at 3600 is not showing any oil, and Sanchez No. 1 down over 4000 feet ran the core barrel and did not get any showing. Diplomatically, Canada and the United States are divided by 3,000 miles of ocean, although, geographically, they share between them the northern American continent. The result is that Americans think Canada as a part of Europe, a fact which was demonstrated on the eve of the Arms Conference at Washington, when the request of Canada for separate and independent representation was politely but firmly denied by Secretary Hughes. Washington, it seems, only can be reached from Ottawa via London. When Sir Robert Borden went to the Washington conference, he went, not as a Canadian delegate, but as a member of the British Empire delegation. The denial to Canada of recognition, while it may be justified on technical grounds, does not take full account of the changes in international relationship brot about by the war. These changes affect profoundly the relations between the British self-governing dominions and foreign countries. That the full significance of entry of these dominions into the League of Nations, and, as Mr. Lloyd George declared, their acceptance "fully into the comity of nations by the whole world," has apparently not been grasped by Americans is most disappointing to Canadians. The Washington-London route in Canadian affairs is obsolete. Since confederation, the control by Canada of her external relations has been gradually extended, at the beginning of the war it had completed its hold on immigration and trade relations. The difference between European and New World diplomacy was never more exemplified than in the failure of Washington to turn to account the community of interest in the Pacific shared alike by Canada and the United States. What, it may be asked, do Canadians propose? The old colonial system was tolerated under the Monroe Doctrine. Forced to devote her attention to internal affairs, Canada was practically neutral in international politics. Since confederation she has exercised the right to determine whether, when the Empire declares war, she shall participate. She has been free, constitutionally, from Imperial interference. If, however, the changes contemplated in London are carried through, her relations with foreign countries including the United States, take on a wholly different complexion. For the first time since confederation she would become an integral part of the military and diplomatic machinery of the Empire, giving a new and significant meaning to the British doctrine of the diplomatic unity of the Empire. Would Avert Imperialism A completed Imperial unity would be substituted for a completed national autonomy, and the controlling influence in foreign relations by an Empire State centralized in London would alienate from Canada the domestic control of her own external relations on which hang the issues of peace and war. It is completeent for the dominion to declare her status and to make formal application for recognition by other countries, but the delay is due to Imperial proposals for a conference at which the status of the several dominions and their relations to the Empire shall be defined and to the widespread opposition to British Imperial proposals which has led to the postsponement of the conference. Meantime, the Imperialists are relying upon the complacency of foreign nations to consolidate the Imperial position without reference to the dominion parliaments. Hardly known in France before the war, the ocular—and sometimes audible—demonstrations given by the American soldiers of the delights of gum chewing have reaped a rich harvest for American gum concerns. The French are already spending a million francs a year for chewing gum, Commissioner Butler says. Two American chewing gum factories have been established in Paris and their products are being sold at less than cost, it is stated, "the idea being that when gum chewing is fully established in France prices can be advanced to a more remunerative level."
