UNITED EFFORT TO GET HARBOR SURVEY
A united effort to obtain from federal authorities a resurvey of Newport Harbor will be made possibly within the next few months.
In the meantime local efforts will be directed toward the development of what federal engineers recognize as 'commerce."
These are the outstanding features in connection with the visit of Congressman Phil D. Swing to Newport harbor.
The decision to take concerted action with reference to the proposed federal re-survey came as the result of an understanding that was reached at Balboa between Congressman Swing and representatives of harbor interests.
Swing; and also Major C. T. Leeds, harbor engineer and formerly in government engineering service, explained at Balboa that federal precedents were such that there must be a showing of commerce before an appropriation for harbor development could be secured.
"It is easy enough to get a re-survey," said Swing, "but there is no one in getting the re-survey until we remove the stumbling block that was raised before your city and county improvements were made. That stumbling block was lack of commerce."
"When the psychological time arrives for securing the re-survey, let us act together in getting it, and let us be prepared to make the showing."
It was pointed out by speakers that Newport harbor is ready now to make a strong showing in commerce for the government has used the harbor in the maintenance of a temporary aviation camp and in other ways. It has been used regularly by fishermen.
Harbornmaster J. A. Reek has been keeping careful records of commerce activities, and those records will be kept up and ready for use in the proposed resurvey.
While Swing was being shown new improvements in Newport harbor, opportunity was given for a conference between him and Lieut. J. B. Blee and Ensign Francis Westgate, both NAME PRESIDENT OF GARDEN GROVE BANK
F. H. Felberg, former president of the Hammonds County State bank, at Hayti, South Dakota, will be president of the Citizens Bank of Garden Grove, which will be opened next March, according to announcement by directors.
The bank, which will be located on Euclid-ave between Ocean and Acacia, will have an authorized capital stock of $50,000, a paid up stock of $25,000, and a $5000 surplus. The board of directors is comprised of F. H. Felberg, P. N. Larson, H. A. Lake, Frederick Andres and Glarence Groshy. Other officers will be named at a meeting of the directors this week.
The officers of the new bank have under consideration plans for a brick building to be erected early in the new year and the contracts will be awarded within the next ten days. The building will cost approximately $15,000.
The stockholders of the new bank include Marco Hellman, Los Angeles; Frank Krause, Fullerton; Henry Dungan, Garden Grove; K. N. Norswing, Fullerton; Charles Andres, Garden Grove, and others.
POINT OUT DANGER FROM CANDY DROP
NEW YORK, Dec. 20—Shoe lace licorice, animal crackers, Christmas tree decorations of clear candy and other forms of penny candies that children delight in and play with before eating were held up for disapproval by Dr. Charles H. LaWail, dean of the Philadelphia College of Pharmacy and Science, at the last meeting of the American Public Health Assn.'s in New York. Confectionery of this sort is sometimes the cause of children's sickness. But many have suspected that it contains poisonous or irritating substances, when the dirt and the germs that the candy is contaminated with while being handled by dirty hands are to blame, he said.

In relation to an effort in which they are joined toward getting the assignment of a naval reserve training ship to Newport.
Swing took the matter up with federal authorities in Washington, and it confident that there will be no difficulty in getting the ship just as soon as there is a local reserve organization perfected to make use of it and means provided for its maintenance.
At present, the naval reserve is upon an uncertain basis by reason of a recent government order putting it on a no pay basis and reducing the numbers in the reserve. It is Swing's opinion that a system will be perfected for maintaining a naval reserve just as the national guard is maintained.
Swing has been appointed as a member of the committee of the House of Representatives to attend the funeral of Congressman John A. Elston at Alameda Wednesday evening and will go on from there to Washington.

LA. GRANGE, N. C., Dec. 20 — Fifty thousand organized tobacco farmers in Virginia and the Carolinas will engage in a primary shortly to choose twenty-two directors to manage the affairs of the new Tri-State Tobacco Growers' Co-Operative Assn., according to Dr. James Y. Joyner, chairman of the organization committee.
Dr. Joyner stated that the membership would be boosted to the 50,000 mark. Nearly 80 per cent of that number have already been enrolled.
