Out where the West begins—at least where many people say California begins—the Elks of So. Calif. have visited the Outpost.
11 stands in granite, a welcome to every Elk who comes to California way of Camp Cajon.
Every Elks lodge in this end of the state, including Anaheim No. 1345, had part in the building of the Outpost. Representatives from the various lodges on May 1 formed what was called the So. Calif. B. P. O. Elks outpost association, with officers named as follows:
President, Harry M. Ticknor of Pasadena; vice president, Paul D. Robinson of Los Angeles; secretary-treasurer, Major O. P. Sloan of San Bernardo; building committee, H. M. Ticknor of Pasadena, R. H. Mack of San Bernardino, Herman Stern of Anaheim, S. Williamson of Redlands, Edgar Davis of Long Beach, George Sarau of Riverside, and P. V. Hammond of Los Angeles.
The cost of structure was estimated at $2100 and the amount was appropriated by a committee among the lodges of So. Calif., and every lodge has paid the apportionment.
The outpost is of granite masonry, admittedly the most beautiful specimen of its kind in the south. In the center of the wall facing the highway a clock face, three feet in diameter, with the hands pointing to the mystic tour of Eleven. It is wrought from white and black stone fragments and black cement.
Below the clock and in the same hall the letters "B. P. O. E." have been worked with white store over black background. Below this is a tablet carrying the words of Arthur Chapman's famous poem, "Out Where We West Begins."
The Outpost was constructed during the administration of William M. Abbott, grand exalted ruler of the Elks, and on the base of the flagstaff is carried this sentiment to the flag, from Fr. Abbott.

The building has a capacity for from 9 to 30 people at a dinner. It was built primarily for the use of motor tourists coming west. It is equipped with stove, dishes, table and other equipment for cooking and serving meals, and its facilities are open to any Elk on showing his membership credentials to the caretaker of the camp.
However, the home Elks—that is, the Southern California members of the order—will get much benefit from it for outing parties.
A tablet on the structure carries a greeting to the visiting Elks from the east from the lodges co-operating in the construction of the building.
NAME COMMITTEES FOR SCOUT RODEO
Committees to make plans for the Boy Scouts rodeo to be held in Santa Ana early in October, probably October 7, were appointed today by M. B. Wellington, chairman of the county council, Boy Scouts.
Troops from every section of the county will be represented in a parade that will be unique in the boy life of this county.
Plans are on foot for reserving four blocks of some city street for the rodeo.

Concessions—Fred Newcomb, W. C. Jerome, Fred. C. Rowland, Mrs. W. L. Deimling, Dr. M. A. Patton, Santa Ana.

RUINS IN DUBLIN
DUBLIN, Sept. 19. — The main street of Dublin—O'Connell, if you are a Republican; Sackville, if you are a Unionist—is being rebuilt. This business section, which was helled by the British artillery when held by the Republican forces in the Easter rebellion of 1916, is now being faced with neat new stores and office buildings.
Two bleak scars mar the city. The fine stone postoffice, the most imposing building on that street, was helled in the rebellion till nothing but the four gaping walls and a heap of debris within remained. The other is the custom house, burned by the Republicans early this summer. Large stone structure left in ruin, with the small domed tower still oppressed by a sad statue.
The people of Dublin look like the houses, some of them fine, but most of them shabby. The children in the streets are frequently without shoes and there is more begging than in Ilenna.
The people, however, with their parkling conversations and charming hospitality, leave no question that the Dublinite, be he ever so humble, is still an Irishman."
ARTICLES OF INCORPORATION
Articles of incorporation have been filed by the California Wire company, with Orange as the principal place of business. Capitalization for $200,000; of which amount 51,000 has actually been surprised. The directors are Louis Koth, Fred V. Struck, William Klug, W. C. Matthias and Fred A. Grote. The company already is developing a plant at Orange for the manufacture of wire.

GEISSINGER SPEAKS ON BELOVED OF GOD
Dr. Geissinger spoke yesterday morning at the White Temple on Romans 1:7. "The Beloved of God."
"As Paul looked forward to visiting the Christians in Rome he thought of them not only in their relation to the city of Rome itself, with its evil and vanity and struggle, but in their relation to God. These were men and women who loved God and who were seeking to do the will of God and hence were rightly called the beloved of God.
'If you will turn over to the 16th chapter of Romans you will see a list of salutations addressed to some of these Roman Christians and you will certainly be thrilled once the picture there painted flashes on your imagination. We think of the church as being built by Paul and Peter and John and the great leaders under the direction of the Holy Spirit. But that chapter gives the true story. The church is built by the sacrificial labors of thousands who never get their name on the scroll of fame.
"It is so here. I desire to make public recognition of this fact. How wonderfully you people have wrought together this year. I remind myself again and again of your labors and plans.
'On my way to church this morning I passed a small boy friend of mine and I shouted across the street to him: 'Hello, Jack,' and he shouted back his hello to me. And then I said: 'Jack, are you going to be at Sunday school today?' And he replied: 'Sure, and I've asked all the boys at school to come, too.' Jack is building this church.
'And if every Jack and Tom and Bob and Mary and Jane and Kate forget to do the Lord's work it will languish.
'I like to think of the work of the League and of the various departments of the Sunday school going forward under the direction not of myself but of the people here in the various positions of the church.'
Have their organizations raise their funds that touch the earth. Then they help to make this plant what it ought to be and give themselves to creating a spirit of goodwill. But the men are no whit behind them. They manage the affairs of the church on its financial side, but by visiting and by all manner of leadership help also on its spiritual lines.
'You are building a great society here and you are doing it rapidly. You have expanded every phase of the work this year. As we arrange the societies in this fine new plant, that some thought was big beyond all reason, but that we find cramping us already. I say that we are like the family with a growing boy: "Either we must kill the boy or buy him a new pair of trousers."
"The expansion of our work has its embarrassments. Our expenses also increase. Our budget for local expenses this year has gone from $6- to more than $10,000 and every cent expenses this year has gone from $6-000 to more than $10,00; every cent of it will be paid in full by the end of the year. But to do that it takes big giving and little giving but yet more—sacrificial giving. I have raised a good deal of money for the church in my day, especially in recent years, and it always depends upon the sacrificial giving of genu-'

ORANGE-CO'S BIRTH RATE SECOND PLACE
Orange county ranks second in the birth rate of California. The birth rate of the ten highest counties follows:
Kern, 26.7; Orange, 25; Fresno, 24.8; Monterey, 23.4; San Bernardino, 23.3; San Benito, 23.2; Sacramento, 23.1; San Joaquin, 22.9; Inyo, 22.7 and San Luis Obispo, 22.6.
According to statistics announced by L. E. Ross, statistician of the state board of health, births increased in 31 of the 58 counties in California during the first six months.
The total number of births registered for the first half of the year was 34,354, which gives the state birthrate for all races an increase of 19.1 per 1000 inhabitants.
One of the most startling features of the report is the high birth rate among the Japanese in California. The rate for the Japanese for the period was 69.4, or almost four times the white birth rate of 19.1.
The records show there were more boy babies born in the first half of the year than girls, the rate being 104.8 males to every 100 females.

EVANGELIST McCABE PREACHES ON MOSES
Evangelist McCabe preached on Moses last night at the Free Methodist tent meeting at So. Lemon-st. and Broadway.
Rev. McCabe pointed out that Moses was in a position to have ascended the throne of Egypt and to have reached the highest worldly human ambition, but that he absolutely refused to do so, because it wasn't right. Rev. McCabe stated that every day men are being placed in the rame position as Moses; where they can choose the way with the world, which may seem right unto man but the end thereof is death, or the way with God, which is often one of thorns but leads to the celestial city and eternal life; and most of them are choosing the way with the world.
"If you are looking for an easy job, I would advise you not to seek God," Rev. McCabe declared, "for He will roll upon you the burdens of a sin-cursed world, and will send you back. He did Moses, to deliver your bretheren from the hand of the enemy, and turn them from the power of Satan unto God."
