HARDING TO BE HOST TO CONFERENCE The United States government, with President Harding as spokesman, will not undertake to dominate the disarmament conference, and will go out of its way to avoid even the appearance of a domineering attitude. But beyond extending the hospitality and the good wishes of the administration, the President will not undertake directly to influence the proceedings. The American government wisely and properly takes the stand that the conference should have the utmost freedom of action; that it should decide for itself what questions it shall consider and its attitude thereon. Furthermore, the United States government wisely favors the utmost candor and openness in the deliberations. So far as the Washington authorities are concerned, they would welcome the widest publicity for the proceedings. Indeed, the American delegation in the conference probably will move for open sessions of the conference, with no restrictions upon the news reports of its work. POLITICAL FACTIONS IN ILLINOIS COURT Nearly every state is troubled more or less with political factionism. But Illinois is afflicted with a particularly turbulent and pernicious brand of it. Riding into office on a crest wave of factional conflict, Len Small, as governor, is a storm center figure in Illinois at present. It would be out of place to prejudice Governor GOVERNOR SMALL SETS A BAD EXAMPLE Governor Small, of Illinois, whether he be guilty or innocent of the charges pending against him, is setting a very perennial example in dodging about the state, evading the service of papers upon him on criminal charges. He makes the films excuse that he cannot get justice in Sangamon county. Very well. Why not surrender there and ask for change of venu to some other county, where no prejudice against him exists? The spectacle of the governor of a great state skulking around for weeks, remaining away from the capital and acting much as a common fugitive from justice, is not inspiring. From the chief registrate of the state is to be expected more exemplary conduct than this. He should scrupulously obey and respect the law in every particular. He should do all the model law abiding citizen should do in these things. If those high in official authority do not abide by the laws and do not make themselves amenable, what effect upon the commonality of citizens is to be expected? The influence of this course surely is not promotive of respect for law or for those who are charged with responsible part in upholding law. WHOLESOME INTEGRITY IS REST IN LIFE Honesty pays, in every signification of the term "pays." It pays in business. It pays in the ordinary transactions of life. It pays in dollars and cents. It pays immensely in satisfaction. No conscience is so easy as that of the honest person. Honesty pays big dividends in respect for the honest person—self-respect and respect of those who know and who come into contact with the honest one. But even assuming and granting that he is innocent of the offenses of which he is accused, yet he is not the man to give Illinois a wholesome, successful and thoroughly creditable administration. The people of Illinois, in other words, riven by political factionalism, permitted a man to go into the governorship who should not have been elected. This is legitimate fruit of political factionalism. Illinois will suffer from this until its people throw overboard all factions and factionists and nominate and elect thoroughly representative, capable and honest men for high and responsible positions. BATTLESHIP IS DOOMED. SAY SOME EXPERTS Is the battleship doomed? Army and navy experts are discussing this question with profound earnestness. The answer to it is fraught with great concern to this country and to other countries. Recent bombing tests by United States army airplanes, whereby the German battleship Ostfriesland was sunk, will become the basis of a revolutionizing process in naval armament, some believe. It has been demonstrated, according to some experts, than any battleship afloat can be destroyed from the air—and that it is practically impossible to give adequate protection to battleships against these aerial terrors. At the same time the deadliness of the submarine has been augmented. So what are the poor battleships to do, in future wars—if there are any future wars—but hug the shore under protection of shore batteries and great fleets of land airplanes? Implements and methods of warfare are progressive. Particularly as to naval armament. It is not so long since wooden vessels were the pride of American and other navies. Then came the metal sheeting for wooden vessels—the ironclads—and then evolved the modern metal leviathans. As warships developed into greater formidability and destructive power, folls for these mighty floating menaces were evolved. The submarine came into being and the World War demonstrated its destructive possibilities. The submarine remains, with advanced facilities for wrecking destruction. And now comes the aerial bomber. THE ORANGE COUNTY PLAIN DEALER, ANAHEIM, CALIFORNIA S. A. MAN DECORATED BY BELGIAN KING King Albert of Belgium has bestowed upon Captain Nelson M. Holderman of Santa Ana the highest Belgian war decoration, the decoration of Officer of Order of the Crown. The defrock and decoration for the Santa Anan has been received by Charles Winsel, vice consul of Belgium in Los Angeles, and has been forwarded to the Belgian consul in San Francisco for presentation to Holderman, who is now a captain in the regular army stationed at the Presidio. Holderman went overseas in company of Co. L. 160th infantry, and was transferred to another regiment. This is the fifth war decoration awarded to Captain Holderman, who was in command of one of the three companies that fought heroically in the famous stand of the Lost Battalion. Before he was returned from France he was twice decorated with the French Croix de Guerre, once for courage and bravery displayed in holding his men together when under fire during an advance upon the German lines in the early days of the Argonne fight, once for his remarkable leadership and courage in driving the Germans out of wire fences on one side of the Lost Battalion. Before his return from France, too, he was awarded the Distinguished Service Cross. That was for the part he took in the stand of the Lost Battalion. A few months ago Holderman was awarded the Congressional Medal of Honor, which is the highest military decoration within the command of the American people. This was given also for his part in the fight of the heroic battalion. It is stated that the Belgian award to Holderman is the first decoration of the Officer of Order of the Crown to come to a resident of the Pacific coast. Artistically the decoration is very beautiful. It suspends fro ma wine-colored ribbon with a rosette in the center. The upper part is a laurel wreath done in green enamel. From not seem to appreciate the pleasures and privileges afforded to the touring public. They disfigure the scenery with rubbish and filth, they disregard the game laws and pollute streams, but their worst and most frequently recurring offense, according to forest officers, is the starting of destructive forest fires by carelessness either with camp fires or with smoking. A lighted cigarette thrown into dry leaves or needles, may start a fire that will spread for miles. A camp fire not fully extinguished may be the means of destroying valuable timber which has taken hundreds of years to reach maturity. The reports of forest rangers are filled with dramatic accounts of the work involved in controlling such fires, and also in detecting and bringing the culprits before a judge after following the very slight clues obtainable in a deserted camp site. Sometimes an old bottle or a pocket handkerchief will reveal the original possessor who did not put out his fire. Sometimes a particular make of automobile tire can be traced for miles and the car less camper brolt to justice. No fines, however, on the part of the local magistrate, will restore the burned area. While forest rangers are vigilant and alert to catch carelessness and prevent incipient fires, the real need, the foresters say, is for the development of more science on the part of the public who use the National Forests. It is greatly desired by the forest service that all the 147 national forests, from the Atlantic to the Pacific, and from the Gulf to the Border, be used and enjoyed to the fullest extent as many people as possible. This involves un- CARELESS TOURISTS START BAD FIRES Because of the war, Germany lost about 21,547,520 acres of land exclusive of plebiscites. This was undoubtedly a serious national misfortune to Germany. The United States, during the period 1916-1920, inclusive, burned up 56,488,307 acres of our forested area—over 21-2 times as much as Germany's entire loss—an area greater than New York and Pennsylvania combined, or of Minnesota, Kansas, Idaho or Utah. While it is impossible to trace the origin of all forest fires, the records of the forest service of the United States department of agriculture show that a large number originate thru the carelessness of happy go lucky tourists. The forest service is anxious to encourage the use of the national forests as recreation grounds and cooperates with plans for building fine roads thru the forests, and establishes numerous free camping grounds where shelter, water and firewood may be obtained. Many of these camps are located on main automobile highways and are easily reached. Some states provide tourist guide maps to the forests and camp sites. About 5,000,000 people, it is estimated, use the forests each year during the vacation season. At Eagle Camp ground on the Columbia River highway in the Oregon National Forest, 122,000 tourists registered last year. The three counties acting jointly will purchase 160 acres at Box springs, near Riverside, as a site for a tri-counties tubercular sanitarium. The one at Box springs is priced at $6000. Only one-half inch of water has been developed. The supervisors think there should be steady flow of a least three inches in order to meet the needs of the sanitarium. The property will be further looked over to determine the possibility of water development. The second site offered is 70 acres near Perris for $11,500.
