BUYING BOOM IN
FALL IS PREDICTION
NEW YORK, July 21.—The buying boom is on.
Retailers throughout the country stalking thousands that business will take a jump in the fall, are laying in big stocks for the first time in years.
"Business is bound to take a leap upwards," Alfred Santle, buyer for large department stores from San Francisco to Boston, told the United Press today.
"Garment retailers I represent are placing huge orders. The demand has taken such a sudden upward trend in the last few weeks that we have been forced to double our staff."
"It is a different kind of buying from the pre-war days. The demand is for staple goods, not frills. People are going to buy socks, underwear and shirts—not earrings and fancy vests. All they want is utilities and necessities.
“There is no doubt that the public will make a big demand for necessities in September and October. For the last few years many merchants have feared to lay in new stocks in huge quantities and have been selling what they had on hand. But now they are convinced that we have traversed a few more miles on that road back to normalcy and are preparing for the rush.

The following is from the pen of E. P. Clarke, editor of the Riverside Daily Press. Mr. Clarke is noticing in Oregon and what he has to say about the price of oranges will be of interest.
"I priced some California Valencias in Salem today—65 cents a dozen for 150 size. That is $8.12 a box; and the Riverside grower can figure out himself the difference between what the grower receives and the consumer pays tight here in a state next to Oregon. Here in Oregon the growers are only being offered four cents a pound for beautiful Bing cherries and some of the growers are letting them go to waste. Oregon people would eat more oranges if they could get them at reasonable prices; and I am sure the Oregon cherries would have a big sale in California at prices that should not the grower more than four cents a pound. With all we have done in developing cooperative marketing, we have not yet solve the problem of retail prices for fruit that will bring it in reach of the masses. That is one of the big problems of the future; and I have often said that if it cannot be solved in any other way, the fruit exchange may have to establish a great chain of retail fruit stands for the sale of California oranges, lemons and grapefruit."

POWERS CLASH ON SILESIAN PROBLEM
LONDON, July 21.—An acute international situation, involving the possibility of a wide breach between Great Britain and France and the threat of war between Germany and Poland, grew out of the Upper Silesia controversy today.
The strain on the Anglo-French relations was emphasized by the vigorous exchange of notes between Paris and London during the past 36 hours. France insists that there is danger of a new war conflagration in the East over the Upper Silesian question, but instead of acquiescing to an immediate meeting of the supreme council, France desires to send another la.

FRESNO, July 21.—Representatives of eight counties in the San Joaquin Valley voiced their program of opposition to water filings in the high Sierras as made by the city of Los Angeles at a meeting held in Modesto. A fund of $2000 was pledged to finance the preparation of the first legal action that will take place before the state water commission on Aug. 17 when the protest to the filings will be heard.
