One of the hardest fights before the legislature is that of the transfer of San Francisco harbor from the state to the control of the city. Assembly bill No. 698 transferring the control and operation of the harbor to the city of San Francisco has passed the assembly and was reported out to the senate by the committee on commerce and navigation with a favorable recommendation, but practically six or seven of the committee of nine announced that they were opposed to the bill. In the assembly the opponents lost the fight only by a tie vote, 39 for and 39 against. This was possible only by 11 of the 15 votes of Los Angeles-co being cast for the measure, to which the entire commercial, financial, shipping and in fact practically the entire business of the port of San Francisco is opposed.
With only three weeks of the session remaining, the legislature has yet hardly settled down to the consideration of many of the important measures and as the days pass there is every indication that a great majority of the measures proposed will die on the files. Many of the minor amendments to the codes, the county government bills, validation bills and others of lesser importance have been considered and passed upon, but the majority of the big bills have not yet come from committee. They are the governmental economy and efficiency bills, the reorganization of the state government bills and revenue bills are yet to be fought out on the floor.
The question of revenue for the next two years still occupies a prominent place in the deliberations of the committee on ways and means. The legislature has practically decided on the method of raising about $2,000,000 for the necessary overhead charges of the state. There are special appropriation bills aggregating millions of dollars, which under the circumstances the proponents will not even get the recommenda-
that of the fish and game, which will, under the proposed plan of the state government put them under the direct supervision of the department of agriculture. Among the rumors that come from the committee room is one to the effect that the director of agriculture will be a member of each commission, but it is not at all certain that this arrangement will be satisfactory to the commissions named. That condition, together with many other commissions, promises to make a warm contest when the bill reaches the floor of either house.
One cannot but help sense the undercurrent of politics running thru the legislative session. Those who have had experience express the opinion that some of the bills have been introduced for the purpose of getting the governor in a "jam." There is reason also to believe that the governor knows this, and that he is somewhat set in his ways, there is further reason also for the belief that he will not act on such bills as may pass both houses until the legislature has adjourned and the danger of passing these bills over his veto has been removed.
