Who Are Lobbyists?
A statesman once remarked that "a lobbyist is a man who is opposed to your bills." By the same process of reasoning he observed that "the men who are supporting your measure are public benefactors." In the early days of the first Wilson administration there was a big fight in Washington on the sugar tariff. The domestic producers were at the national capital in force, and they used display advertising in the newspapers every day, telling why sugar beet growers, the Louisiana planters, and others, must have protection and therefore they urged a tariff on Cuban sugar. In the beet regions of Michigan and Colorado, and in the cane fields of Louisiana, and elsewhere—the very future.

seemed to hinge on the activities of the "public benefactors" who were working at the capital. Like a bolt out of the blue, there came the charge from the president, while addressing a group of newspaper men, that "an insidious lobby" was trying to "thwart the will of the people." It was the first petulant utterance of Woodrow Wilson, who at the time was being given his own way about everything. Everyone knew he meant the sugar men; and congress started an investigation instanter. There was a "lot of smoke," but about the only cause for it was traced to an insignificant representative of a manufacturer's association, whose main offense simmered down to the fact that he led to senators and representatives, and then lied to his employers, in order to cover up the fact that he wasn't doing much around Washington except to pull a fat man proved to be almost free from salary out of some good-natured "easy-mark." The campaign of the sugar censure, and the zeal of its promoters appeared justifiable in view of the interests they were seeking to protect. This instance serves to differentiate the point of view between "lobbyists" and "benefactors."
A few days ago a group of the representatives of the "proletarist" gave out a list of "lobbyists," whom said represented the "capitalists." The list included the railroads, manufacturers' associations, packers U. S. Chamber of Commerce, and similar interests. Another group whose names were mentioned by way of retort, included the railroad brotherhoods, the American Federation of Labor, sponsors of the Plum plan, and numerous people who were interesting themselves in the "human uplift."
A good many people seem to forget that the government is a gigantic business enterprise, and that the capitol he had made a good goo diana.

Indiana and Massachusetts both have distinctive claims for greatness, and so have their two sons.
It is doubtful whether Mr. Marshall was appreciated as he should have been, outside of Indiana and Washington. He is a fine, strong man, at short range, but some people seemed to think he did not "carry far."
In all probability Calvin Coolidge had a poorer start than his predecessor. As a matter of fact he was almost a local celebrity until the police strike in Boston; and then he shot out like a rocket into general view. He hasn't the geniality of Marshall, and he is not apt to "mjx" as pleasantly as the man from Indiana.
Both vices are meritable vices, and if Vice Coolidge evinces unusual ability and is promoted for it, he will be more fortunate than Vice Marshall, who goes out of office headed for the law business in Indiana—back to the starting place.
Some of the worrying that is done about "what will we do with our expressives," should be transferred to the ex-vices. They usually need encouragement, as their salaries are small, and their futures usually blank.

The District Attorney was instructed to take up with Motor Vehicle Traffic Officers as to overweight and speed of trucks, and also authorized to employ extra help.
Euclid Ave. in the Third Road District as improved by B. R. Ford, Contractor, was accepted as per recommendation of County Engineer.

New Yorkers are interested in the fact that Senator Hiram Johnson has been selected by their mayor to prevent the raising of carfare prices in that city. Most of the good lawyers are said to drift toward New York, but Senator Johnson has broken precedents by entering Gotham before his term has expired in the senate. Perhaps Mayor Hylan thinks: "Why have an ex-senator, when here is a real one fluttering around waiting, as Mr. Johnson proves it, to serve 'the people.'"
Washington is even more than interested, since there are questions of vital interest in the capitol demanding the constant attention of what Mr. Harding calls "the best minds." These questions concern larger transportation issues than are localized in New York, since the whole railroad situation appears to be re-opening itself because the lines report that they are 60 per cent below the guaranteed return on their capital, amounting to six per cent. Then there is the question as to what we are going to do about getting rid of the war, that is to come up in the new administration. The League of Nations, the merchant marine, tariffs—all can wait. There are ten thousand other cities besides New York working on public utility problems, and the majority of the politicians have already learned that what the people want is simply even-handed justice for their utilities; readjusting the operating and financial processes where the reason exists, to fit the new conditions that have reshaped our entire economic processes.
Senator Johnson may have good reason for leaving his public duties at this time, but the things that have been said about Judge Landis are mild compared to the criticism that is heard in Washington about the Californian.
The New Cabinet.
The new cabinet does not differ much from former selections made by new presidents, because it contains perhaps two wise statesmen who are regarded as equal to the great tasks before them. Then there are personal friends who have been rewarded, and neither prophets nor sons of prophets can tell what their finish will be. Next in order are two or three clever, astute politicians, and the usual "dark horses."
When Woodrow Wilson first plucked his cabinet the newspapers of his party printed laudatory stories which read just like those that are printed today about the cabinet of President-elect Harding. But a strictly candid, unbiased opinion would have to be content with concluding that the new cabinet gives splendid promise for the best results, with the qualification that as a whole the personnel may reveal in time, some serious flaws. Personally the men are all well known to Washington, and they will have the help and support of all officials and people of any importance.

It is generally conceded that flooding is the more efficient, but that this work on city streets is rather expensive because dirt for dikes has to be hauled upon the street and then carted away again after the work is completed.
In the opinion of George Wells, of Wells and Bressler, sprinkling is as efficient as flooding and is a great deal less expensive. He considers diking and flooding on city streets as impracticable.
