KEIFFER BUYS OUT BARBERSHOP PARTN'R
Burt Keiffer, who recently became a partner with Eugene Johnson in the barber shop on East Center-st between Los Angeles and Claudina-sts, bought Mr. Johnson out, it was announced yesterday.
Mr. Johnson expects to return to Texas within a short time.
Karl Kopfer, for five years associated with the Anaheim Barber Shop, has accepted a position with Mr. Keiffer and desires all his friends and acquaintances to look him up at his new place of business. Mr. Keiffer has just purchased a new electric clipper for his shop which is the most improved and up-to-date on the market. He has also become an agent for this clipper.

The Valencia Irrigation Co., recently incorporated to produce water for 83 acres on the Garden Grove-blvd, about a mile north of Lincoln ave., has completed a 14-inch well to 434 feet, thru 100 feet of gravel, and expect to have the pump and motor set up within two weeks. It is believed the well is good for more than 200 inches of water, altho between 65 and 75 is expected to suffice.
The pump, a Lane & Bowler turbine, is to be installed within a week, and a 50-h. p. General Electric motor within two weeks, weather permitting. It will be necessary to lay only about 200 feet of pipe to connect up the system.
P. H. Krick is president' and C. Vanderburg secretary of the company which has authorized capitalization of $12,500. Other members are J. Earl Talcott, C. H. Miles, A. F. Graves, Hugh Bell, E. Lamhofer and Samuel Welch.
EDEN WILL PRESENT CONSERVATION BILL
County Clerk Backs has received a letter from State Senator Walter Eden stating that Eden would introduce a bill by which a county will be allowed to spend money for water conservation outside of its boundaries.

ESCAPES JAIL AND COMPLETES ROBBERY
Upon receipt of a telephone message from Constable George A. Clark at San Juan Capistrano that a man arrested for robbery had escaped from the Capistrano jail, Under Sheriff E. E. French and Deputy Sheriff J. M. Gunnett immediately notified every officer in Orange-co to be on a watch for the fugitive.
Constable Clark said he arrested the man when he caught him in the act of robbing a cash register in a restaurant at San Juan Capistrano.
The man, whose name is unknown, even to Constable Clark, was lodged in jail and the doors locked. Thinking his prisoner safe for the night, Constable Clark left the place and learned a half hour later that the same restaurant had been robbed again by the man he had imprisoned a few minutes before. He made sure of this by returning to the jail.
Details of the escape have not been learned here. According to Under Sheriff French the jail at Capistrano is comprised of not more than two cells. These are very small and enclosed in a shed of small proportions.
Officers of both San Diego and Orange-co are conducting a search for the fugitive. He is described as being about 38 years old, 5 feet 6 inches tall, weight 140 pounds, hair turning gray. He is said to be wearing a week's growth of beard. His outer clothing consists of a gray auto cap, dark blue trousers and a wine colored coat.
Local authorities are somewhat amazed at the man's nerve in again robbing the same place after making his escape from jail. It is under-
CRIME INCREASES STATE'S SHERIFFS
Sheriff C. E. Jackson has returned from Sacramento, where he attended a convention Tuesday and Wednesday attended by 22 sheriffs.
"We found that crime is on the increase throughout the state," said the sheriff, "and we formulated a program, confidential, of course, that is designed to curb this crime wave to some extent at least. I learned that practically every jail in the state is filled to capacity and then some. We have over 70 prisoners in the Orange-co jail. The Los Angeles-co jail is so full prisoners are sleeping on the floors and in the hallways. Some suggestions were made for relief of this condition."
Sheriff Jackson said that the sheriff went on record as being favor of sending all second termers direct to Folsom instead of to Naun Quentin penitentiary. This action was taken, he said, in line with the retrenchment policy that is being worked out by the state legislature now in session.
JURY NEVER PASSES UPON EXACT SPEED
Yesterday in Justice Cox's court two defendants in speeding cases pleaded not guilty. In each case the defendant is accused of having driven an auto at more than 50 miles an hour, but when trial comes the question before the jury will be stated in a very different way. The question will be, "Was the defendant going more than 35 miles an hour?"
Many people believe that when a driver is arrested, a complaint is aworn to charging him with going a specific number of miles per hour; for instance, in the case of Bebe Daniels, that he was driving at the rate of 56 miles an hour.

THE COMPLAINT DOES NOT SPECIFY THE SPEED. It merely charges the defendant with driving "in excess of 35 miles an hour." The question of the number of miles per hour is a matter of court inquiry. Therefore, a jury in the case of Bebe Daniels will never have a chance to say whether or not she was driving 56 miles an hour, but can merely say guilty or not guilty on whether or not she was going over 35 miles an hour.

When a defendant questions the report, Justice Cox, according to his voluntary custom, swears witnesses and takes testimony in order to satisfy himself as to the rate of speed involved.
10 KILLED, 50 HURT IN CLASH IN ITALY
MILAN., Jan. 21.—Ten persons were killed and 50 wounded in a clash between communists and non-communists at Castellammare di Stabia, near Naples, according to information received from Naples today.
