HART (Of Orange, Member 76th Assembly) SACRAMENTO, Jan. 14. — With four major fights looming an the legislative horizon in the Vorty-fourth session of the state's lawmaking body, the old struggle between wet and dry forces again promises to produce the most violent eruption of the session. Reapportionment is at present engaging the attention of both houses, reorganization of the administrative departments of the state in the interests of governmental economy bulks large as an issue. A taxation scheme that will produce enough revenue to provide the $31,000,000 asked by the State Board of Control for running the state during the next two-year period assures a clash of ideas. But the fight that will outdo all others in bitterness and recrimination, judged by present indication will be the Harris Prohibition Enforcement Act contest. This fight is in fact already under way. It was opened by a bitter attack in the editorial columns of a leading local paper on Senator Harris, author of the bill. It declared in effect that the people of California had rejected prohibition enforcement at the last election and had refused to counter-sign the Volatile act. Senator Harris answered the attack in a letter, pointing out that law enforcement is not a question of prohibition, but of law enforcement or disregard of law. He stated the purpose of his bill to be to place enforcement on such a basis that state courts may handle liquor cases and the state instead of the federal government collect fines. A publication representing grape growers recently declared that 42 of the 80 members of the assembly could be depended upon to oppose reviving prohibition legislation and published a list of the alleged dependables. Frank Merrlam of Long Beach, the dry war horse of the assembly, takes issue with the assertion, declaring the dry forces, in a pinch, can control the assembly, a position in which I think he is correct. These are some of the storm signals of the coming clash of the wet and dry forces. Many members from Cookie Day - At All Chaffee’s Store Chaffee Co. 2 One doz.
