Lloyd Moore, of W. Sycamore-st, entertained yesterday afternoon from four to six with a chocolate pour for the young ladies of her Sunday school class and a few friends. LEGION BALL BIG SUCCESS The American legion ball at Presel hall on West Center-st New Year's eve, given under the auspices of the local post, was a wonderful success, about 165 couples being present. Dancing was enjoyed until 2 o'clock with a special celebration at midnight to usher in the New Year. NEW YEAR'S PARTY Mrs. Joe Wagner, of Placentia, gave a New Year's party to her friends. Cal. is a certainty unless the state gives the bird adequate protection. This is the declaration of County Game Warden W. E. Adkinson of Trabuco canyon. There is no one in the county better acquainted with game conditions than is Adkinson. Among those who know Adkinson, what he says concerning game is taken at a value of 100 pet. "The quail are diminishing rapidly," said Adkinson. "Only those who have watched the situation year after year can judge of the effect of long open seasons for quail. The quail are being wiped out not only in Orange-co but all over So. Cal." It has been reported a number of times that the state fish and game commission is opposed to shortening the open season for quail, which opens Oct. 15 and closes Dec. 31, for the reason the quail hunting produces a great number of hunting licences, and licenses produce money with which to employ deputies. If quail hunting is stopped there will be fewer deputies, and then lawbreakers will kill quail at will, it is urged. "It takes patrol work to prevent killing of protected game," said Adkinson. That I know, of course, but certainly at the rate the quail are being wiped out there will not be any license money brot in by quail hunters soon, for there won't be any quall to hunt, if things keep on going as they are now. "There would be nearly as many licenses issued if the quail season were reduced to two weeks or a month as are issued now when the season is two and a half months long." The long season keeps the birds stirred up over too long a period. It runs so late into the winter that they don't get a good home-like feeling in time to do full duty during the nesting season." Adkinson says that even tho a closed season is not secured for So. Cal, certainly there should be a year. COMPETITION FOR SHERIDAN AGENCY Who's going to get the plum? The plum in this instance is the agency for the new Sheridan car in this section. While the names of the firms and individuals seeking to represent this new product of the General Motors have not been made public, it is generally known that best known auto dealers in the county, several of whom are at the present time selling makes of America's best autos, are on the waiting list. The warden is very anxious that no change be made in the maintenance of the game reserve in the Santa Ana mountains. This reserve was established six years ago at the request of hunters of this county. Hunting is not allowed on a large area of the Trabuco division of the Cleveland national forest. "There is no question about the value of that reserve," said Adkinson, "and sportsmen should fight to a finish any effort to do away with it. I don't know that any effort will be made, but something might be started. Evety once in a while I hear of some man, who may be a good shot but who is a poor judge of game conditions saying that the bars ought to be let down so that hunters could go in and get a lot of bucks in the reserve. During the two years previous to the establishment of the reserve only about 12 deer were killed on this side of the Santa Ana mountains. Hunting was allowed everywhere then. After the reserve was established the deer began to increase in numbers in the reserve, and they drift over the edges into territory on which shooting is allowed. This last year there were 12 deer killed just outside the edges of the reserve. No amount of argument can get away from the conditions as they exist. There are 10 deer in the Santa Ana mountains today to one five years ago." Adkinson said that he is well satisfied with the dove season for shooting. He advocates letting it stay as it is, with dove hunting allowed in September and October. "Duck hunting is on the run in this county," said Adkinson. "The ponds are being reduced so fast that few ducks come in any more. The duck is migratory, and taking the state as a whole I guess the laws are about right on that score. Closing the season here would not help bring in ducks. In that regard the duck is different from the quail." R. R. COMMISSION RECOGNIZES AUTO A marked feature of the work of the railroad commission during the fiscal year ending June 30, 1920, according to the commission's annual report, which has just been forwarded to the governor, was that resultant from the development of the state's youngest utility—transportation by motor truck and stage. Given impetus during the war by the demand for added transportation facilities, the auto, both freight and passenger carrying, developed rapidly as a common carrier, the commission tells the governor. California's wonderful road system lent itself to this development. Today the state is served by a veritable network of auto lines, and the demand for operating permits is ever increasing. The extent of this type of service is indicated by the number of certificates issued by the commission. There are about 900 legally established operational rights on file, says the report and continuing it says: The usual mistakes made during the course of this development prior to the time jurisdiction was vested in the commission. Inexperienced persons, armed only with a desire to enter the auto traffic field, without any knowledge of the dangers that lurk in all new businesses, without training to fit them for conducting a transportation utility (except ability to drive a truck or a car), took advantage of the fact that there was need for additional carriers, and entered the lists. The number of transfers of permits authorized by the commission shows better than anything else the fate of most of the pioneers. Exigencies of the rapidly growing service, resulting from financial needs and traffic demands, which they could not meet, forced them to dispose of their routes. This later development, under the extended jurisdiction of the commission, has been carefully guided. POWER DEVELOPMENT ON HUGE SCALE Hydroelectric development in the U.S. promises to be one of the greatest factors in general progress within the next few years. Applications, under the federal waterpower act, for permits looking to the development of more than 12,000,000 horsepower have been filed already, according to official report. These projects, if consummated, would represent a grand total investment of some $200,000,000. Twenty-five of these applications for permits come from California. The convention of the National Electric Light Assn., held in Pasadena a few months ago, gave in favor of waterpower development across west. The federal law under which permits for hydroelectric development are issued is sufficiently liberal, it is believed, to promote enterprises of this nature.
