GREAT COMMERCIAL HOWITZERS GETTING READY FOR ACTION
The Anaheim National Bank's monthly Bulletin Letter says:
The great commercial howitzers of America are ready for action—ready and waiting for that supercharge of business energy which is coming in the form of a permanent Allied peace. If you are an impatient soul you will say that this Allied peace is slow in coming; you may also feel that the much written of and often talked about business revival is tardy. As a matter of fact, both have been steadily advancing week by week. Many good Americans have been misled to believe that business was bad by the prevailing absence of future or contract business in our present activity. While this class of business has been in evidence in other periods of prosperity, it should not be in this one because we have been producing at a peak to meet what looked like a long-pull condition. Now, as we slip away from that peak a hand-to-mouth buying policy is wisest and safest until false price supports are removed and a normal level is reached.
Business Looking Up
Business is looking up, however, even in the face of all the victory-throttled-war activity. An improvement in the index of banking funds in the United States indicates it; winter crops are in fine condition, stock has wintered well generally, the building permit barometer has raised to a point higher than it registered any time during 1918, and failures are still few in number with facturing concerns. When it finishes work it is a non-consumer. The greatest task in the world is the turning of the soil each year for the making of crops. All other tasks are trivial in comparison. Hasten the tractor.

An analysis of the unemployment situation brings to light the preparation for industrial reconstruction and expansion. To begin with, there has not been since the signing of the armistice, and apparently there is no ground for believing that there will be during the reconstruction period, any such conditions of unemployment and uncertainty as we experienced in 1914 and 1915, after the outbreak of the world war.
Late figures from apparently half of the nation, including most of the important industrial centers, place the number of unemployed at 400,000. thus making it a reasonably conservative estimate that the total of unemployment at this time is not in excess of 800,000. Under normal conditions, at a time of industrial activity, the total of unemployment, including the floaters who are moving from one job to a better one, is estimated at 1,000,000, and during periods of industrial depression the total for the nation has reached from 2,000,000 to 3,000,000. This means that now there are 200,000 less unemployed—and among these are counted the demobilized soldiers who have not yet gotten back into industry—than there are under normal conditions during industrial activity. Normal industrial conditions do not exist as yet and the present situation is entirely satisfactory when viewed from the standpoint of past performances.
