STATE BOARD OF HEALTH ENGINEER FAVORS OUTFALL An inter-city outfall to the ocean such as is proposed is the only feasible method of properly providing for disposal of sewage from Santa Ana, Orange, Anaheim and Fullerton, in the opinion of Ralph Hilscher, engineer in charge of the State Board of Health Sanitary Engineering bureau of Southern California, who was in Santa Ana this week. Mr. Hilscher went over the proposed route from Santa Ana to the beach with Engineer S. H. Finley of Santa Ana, who is investigating the project for the inter-city committee. He expressed his satisfaction with the plan and promised every possible aid in carrying it out. The proposed joint sewer was also practically endorsed by Hilscher in PLUMMER APPOINTMENT At Fullerton Union High School and Junior College, special asses was called Monday in honor of appointment of Louis E. "I had already been informed that an inter-city outfall sewer to the ocean in Orange county was being considered, and I am interested in knowing that some progress has been made, as is indicated by your statement that a board of engineers has been appointed to investigate the matter. This bureau wishes to be of any assistance to you that our means will permit, for we realize that sewage disposal conditions in your locality have not been entirely satisfactory." Proposal Practicable "I am familiar in a general way with the lay of the land along the coast near the present Santa Ana outlet, having made an inspection there some time ago with yourself and Mr. Reid. My impression is that disposal at that point of sewage from all four cities can be accomplished without nuisance or menace to health. However, before formal approval of the project can be given by the State Board of Health it will be necessary for us to investigate considerably more in detail the various influencing factors. OPPOSED TO BISHOP City Attorney Ames has advised the city council against ratification of the inter-city sewer committee's proposal to employ special counsel for handling the project. Ames takes the stand that special counsel is unnecessary; his opinion being that the four city attorneys interested in the sewer project will be able to take care of any legal matters involved. Ames also advises that the $3000 fee suggested for Clyde Bishop, as head of the legal committee, is excessive. His views coincide with those expressed at the meeting of the Orange city council Monday evening. If the Anaheim council acts on his advice and the Orange council also takes the stand that it seems to be favoring, the special counsel plan will have a difficult time surviving. WILL MEET TONIGHT A special meeting of the Inter-City Sewer committee and the city attorneys of Orange, Anaheim, Fullerton and Santa Ana will be held at the city hall in Fullerton this evening at 7:30 o'clock. HOSTESS TO '500' CLUB Mrs. A. B. McCord was hostess to the members of the Wednesday Afternoon Five Hundred Club at her home on S. Los Angeles-st. The time was pleasantly spent at cards and at the close of the games the prize of thrift stamps was awarded to Mrs. T. F. Morgan. Following the games the hostess served a delicious two course luncheon. BACK AT OLD GAME Lieut. Frank K. Benchley, who was one of Fullerton's leading architects and contractors at the time he left to enter an officers' training school, in which he won his commission, has commenced the erection of a bungalow on West Brookdale avenue, Fullerton, to cost $2500. Mr. Benchley sold his former home on North Spadra and is building this bungalow for his own future home. Now, every prospect points to a still more prosperous season for the district, says Manager G. M. Simpson of the Anaheim Orange and Lemon Growers' Association. Prospects Never Better "With three times the amount of fruit going forward as was moving east on the corresponding date last year, prices are as high as they were then. I never saw better prospects for most gratifying prices at this period in the year as now exist," says Sandilands. "Not only will high prices prevail, but the gross return to the district will be greatly increased over last BIG ATTENDANCE AT INSTALLATION Masons and their wives from nearly all lodges in Orange county attended the installation ceremonies at the local Masonic Lodge last night. W. W. Clevenger, master of Santa Ana Lodge, and Ell B. Trago, also of Santa Ana, were installing officers those who attended, one of them being the presentation to the lodge by C. E. Holcomb of a complete set of officers' jewels and aprons. Theset were the most beautiful sets of jewels and aprons to be found. H. O. Henderson, the master, on behalf of the brothers of Anaheim Lodge, presented the retiring master, A. Alexander, with a beautiful Masonic ring for his untiring efforts on behalf of the lodge for the past year. Many beautiful speeches were heard from the master and others, after which all retired to the banquet room and were served with hot coffee and sandwiches. W. C. T. U. MEETING The W. C. T. U. met Wednesday afternoon in the Presbyterian church. The attendance was small, but much interest was manifested. The regular routine business was transacted. A letter of condolence and sympathy was authorized sent to Mr. R. W. Ernest. A resolution was introduced, sent out by the National W. C. T. U. to the Peace Conference at Versailles, demanding the trial, conviction and punishment of the criminals who had committed monstrous crimes against the women and children in the war zone. Philadelphia-st., Wednesday, Feb. 12 GOES TO HOSPITAL WITH PNEUMONIA YORBA LINDA, Jan. 17 (Special) — Miss Alice Burgeson was taken to the Fullerton hospital suffering with double pneumonia following influenza. Mr. Roy Turner is very ill at his home on Yorba Linda blvd. His aunt, IMs Betty Turner, has been called hom to nurse him. He is in a very critical condition with double pneumonia. Mrs. Emma Webber and Mr. and Mrs. Lynn Weber are spending a few days at Long eBach. Roy Shook is reported as being a little better today. Grave fear has been felt for the infant daughter of Mr. and Mrs. Sam Woodward during the past week, as she has been threatened with pneumonia. A large number of children are on the sick list. The latest cases are the Simons children and Merle West, who have laryngitis, and Leonard Hayden, who has the flu. The many friends of Mrs. E. N. Gage will be glad to learn that there has been a change in the last few days in her condition for the better. SURCHARGE IN EFFECT Edison bills bearing the surcharge allowed the company by the railroad commission have commenced to make their appearance over in Orange, and some little commotion has been caused by allegations of incorrectness in the bills. Holding that the surcharge should not become effective until meter readings are made in February, City Attorney Garrett of rOrange, yesterday went to the railroad commission's office in Los Angeles to get an interpretation from the commission. The commission designated January 2 as the date on and after which meter readings should carry the surcharge, and the local office of the company is following that instruction. It is the practice of the company to read meters as nearly on the same date of each month as possible, the juice user who had his meter read on December 31 got off without the surcharge, while the ma- those meter was read on January 24 to pay the extra charge for juice used in December.
