ARMS PARLEY BATTLE ON NAVAL PROBLEM ONLY HALF WON
WASHINGTON* Dec. 20.—The arms parley battle to bring France into line on naval questions and to make possible a complete agreement on America's comprehensive program for limitation of naval armament was only half won today.
Premier Briand, in a comprehensive note of instruction to the French delegation, has agreed to abandon the French claim to a fleet of dreadnaughts greater than Japan and accept the Hughes 1.75 capital ship ratio, but the naval sub-committee, when it meets at 11 o'clock today was to find that this "acceptance" has serious strings tied to it.
TRANSPORTED STILL GETS THREE MONTHS
YUBA CITY, Dec. 20.—J. K. Johnson was sentenced to three months in the county jail by Judge K. S. Mahen following his conviction here yesterday on a charge of transporting a still in violation of the Sutter county dry ordinance. The still was discovered, according to officers, when Johnson's automobile truck was wrecked between Knight's Landing and Marysville.

MEN CHARGED WITH EXTORTION SCHEME
WILLOWS, Dec. 20.—Floyd Davis, George Clark and Lawrence Hicks are under arrest here in connection with the successful attempt of spurious Federal internal revenue agents to extort $850 and four gold watches from "China Jim," a Chinese storekeeper, whom they accused of being an illicit liquor and drug peddler. According to Sheriff Newt Power of Glenn County, Davis admitted complicity in the conspiracy and named the other two men as accomplices.
BARBER IS HELD IN POSTMAN'S MURDER
GRASS VALLEY, Dec. 20.—An exconvict named Benoit and known also as "Frenchy" was detained by the authorities yesterday on suspicion that he has knowledge of the murder of Peter Cadden, local mail carrier, whose mutilated body was found in the basement of an unoccupied house Sunday. Benoit is a barber.
Bloody clothing is said by the authorities to have been seen near the house where Benoit lives. Postal authorities here are investigating Cadden's death.
PLEADS GUILTY TO CHARGE OF MURDER
WAUKON, Iowa, Dec. 20.—Earl Throst, confessed slayer of Inga Magnuson a school teacher near Dorchester, last Monday, pleaded guilty to a charge of first-degree murder before Judge Taylor in the District Court here yesterday. He will be sentenced the latter part of the week.
Throst had confessed that he beat the teacher to death with a club in the basement of the school after a quarrel last Monday. He claimed that she had broken her promise to marry him.
ECONOMIC SITUATION DISCUSSED BY BRIAND AND LLOYD GEORGE
LONDON, Dec. 20.—Means of improving the general economic situation of Europe were discussed in the second conference of Premier Briand and Lloyd George on reparations today.
Financial reports on whether Germany is able to pay also were analyzed.
The meeting lasted a little more than two hours and afterward it was announced the premiers would confer again at 11 a.m. tomorrow.
Dr. Walter Ratheneau, the German reparations emissary, conferred with Louis Loucheur, French minister of liberated regions and delegate to the Anglo-French reparations conference here this morning.
Loucheur then according to a reliable informant, called upon Sir Robert Horne, British chancellor of the exchequer. Their meeting did not adjourn until just before Premier Briand called to see Lloyd George for his second conference on the acute reparations situation.
OIL WELL SHOOTER BLOWN TO PIECES
OIL CITY, Pa., Dec. 20.—Charles Kirkwood, an oil well shooter, was blown to pieces, two other persons were seriously injured, and two houses damaged by an explosion of nitro-glycerin yesterday. The explosion was discharged when Kirkwood's automobile dropped into a deep rut on a road near here.
RETURNED FORGER GETS PROBATION
MARYSVILLE, Dec. 20.—Yorke E. Korn of Chico returned here recently from Portland, Ore., to face a forgery charge, was released by the authorities yesterday on probation of five years and under $2,000 bond. Korn, authorities stated, will pay in full several alleged worthless checks.
