YOUNGEST ARTIST
Helen Williams, who lives in Wales, is claimed to be the world's youngest artist. She has attained the age of eighteen months. Her studio is her cot, where she sits with drawing board and pencil sketching the furniture and the adorments of her nursery. She also sketches from memory, having made drawing of visitors who impressed her after they left. According to reports the likenesses were good ones.

Our figures are based upon the use of 23,750 feet of 36 inch reinforced concrete pipe from the junction point to the shore line, being the only pipe of this size available, and 800 feet of 36 inch iron pipe from the shore line out.
The basis for calculations used in determining the above sizes of pipe was a minimum grade of .087 per cent.
The approximate maximum flow of sewage from Santa Ana is 185 miners inches, and from Anaheim 55 inches, making a total of 240 inches from the two cities.
Cost is Estimated
The maximum capacity of the pipe as recommended will be 1000 inches which will give 760 inches or 316 per cent for increased flow from the two cities.
The estimate cost of material and labor, together with insurance bond, inspection, legal and engineering expenses, and including the first units of the screening plant is $207,655.58, to be borne as shown by the figures above, approximately 77 per cent by Santa Ana and 23 per cent by Anaheim, and to allow for possible variation in these figures we would further recommend that for the purpose of a bond of the above figures.
In addition we estimate the cost of rights of way to be $8000, and a sixty acre site for the disposal works $24,000, or a total of $32,000.
We would respectfully recommend that the costs of the proposed work be borne by the two cities in the following manner:
Costs of rights of way and for land for disposal works to be borne equally by the two cities, and each to hold an individual one-half interest in all such property.
How Cost Is Divided
Cost of all initial construction of the joint pipe line and disposal works to be borne by each of the two cities in the proportion that the volume of the sewage from each city bears to the total volume of sewage from both cities, the volume of sewage to be accurately determined over a period of three months, or longer if found advisable, by the use of similar recording gauges.
Each city shall own an undivided interest in the pipe line and disposal works in proportion as each city shall bear the cost of initial construction, said interest to apply to each city.

Each city shall own an undivided interest in the pipe line and disposal works in proportion as each city shall bear the cost of initial construction, said interest to apply to capacity as well as to real property, and no readjustment shall be made until such time as the volume of sewage from either city exceeds the proportion of the capacity owned by such city, and any readjustment to be made at such time shall be made in such manner as may be determined by the joint board.
The cost of maintenance and repairs in any given calendar year shall be borne by each city in the proportion its volume of sewage bears to the total volume of sewage during the preceding year, and the determination of such volume shall be made by the engineers of the two cities jointly.

DISCOVERED ICE CREAM
The discovery of ice cream is certainly entitled to als niche in the Hall of Fame and it is merely carelessness on the part of the millions, whose palates he tickled, that he is not there. Sambo Johnson, a colored man, made the first ice cream in New York City in the month of August, 1816. He was a pastry cook and for many years he kept his process a secret. Then some of als rivals learned how he made it and entered into active competition with him. The flavoring and coloring were added later by some of these rivals who wanted to take his trade away from Sambo.
MONUMENT MISSING
The village of Lironcourt in France decided to put up a monument to mark certain hercic acts of the villagers during the battle of Lironcourt. The city fathers and the villagers were on hand for the unveiling of the monument. With appropriate ceremonies the covering was swept aside. To the surprise of all there was no monument visible. The mayor then explained that the railroad had sent the monument to another village and that as soon as it could be returned the unveiling would take place "again."
