(OCNS) — County supervisors are today studying a five-point program submitted by the Orange County Airport Commission in preparation for an intensive study of the needs, development, and future of the county's air facilities. The action was strongly urged at this time after State Freeway per any additions to the airport facilities would be under consideration by the commission, according to today's report. In the documents released today that were addressed to Supervisor William Phillips, Chairman Leland C. Launer urged the approval of the proposed scope of study. The paper recommended that supervi-phase. Projected future airport and aircraft activities would also be studied to determine future needs. In the fourth phases, the commission proposes to develop master plan for the airport including relationships to existing faci-ties and terrain around the airport. This would include highways, community airport-buildings, various leases. Supervisors Study Airport Program SANTA ANA (OCNS) — County supervisors are today studying a five-point program submitted by the Orange County Airport Commission in preparation for an intensive study of the needs, development, and future of the county's air facilities. The action was strongly urged at this time after State Freeway personnel told supervisors recently they must know the ultimate length of the runways and other facilities' locations in order to know where to lay the San Deigo Freeway which will pass near the airport. Six months time has been proposed for the study once contracts studies have been concluded, although the commission proposes an option of another six months if needed. Since the freeway study is under the fourth of five phases, this is an indication to observers on the scene that possibly close to a year could pass before the freeway location near the county airport is finally established. It was not immediately known if this time element would interfere with the "crash-construction" work of the San Deigo Freeway. Pay-as-you-go bonds or other self-liquidating means of financing any additions to the airport facilities would be under consideration by the commission, according to today's report. In the documents released today that were addressed to Supervisor William Phillips, Chairman Leland C. Launer urged the approval of the proposed scope of study. The paper recommended that supervisors should authorize and direct the airport commission to solicit proposals from interested parties within 30 days of the 'time announced'. The commission then would plan to consult with the three most promising proposals in the eyes of the airport commission. No prices for any work would be included in the submitted proposals at this point. Supervisors would then recommend a contract be signed, subject to certain restrictions dictated by studies and late evaluations. The first of the five phases of study is proposed to start 30 days after the execution of the study of the contract. The study would be coordinated, according to the report, with the Stanford Research Institute which is currently conducting an exhaustive study of future Orange County trends. The first of the five phases would involve a study of historical data such as photographs and maps of the area plus a study of existing facilities and military and civilian activity in the area as well as transportation patterns. The potential of passenger, freight, and mail loads from the local airport would be studied in the second part. The amount of business and private plane use would also be investigated. The commission's study would undertake to learn the determination as to the number and types of airports needed for the county in the future as part of the third phase. Projected future airport aircraft activities would also be studied to determine future needs. In the fourth phases, the mission proposes to develop a master plan for the airport including relationships to existing facilities and terrain around the airport. This would include highways, community airport-buildings, various leases. The fifth phase would involve means of financing. Indications that supervisors would show interest in federal participation in the plan and that financing revenue bonds or other self-liquidating means of finance would under study. INDIANAPOLIS, Ind. P. Giannini Wednesday, May 6, in a brief Founder's Day ceremony marking the 89th anniversary of his birth. Introduced by Dick Gay, Frank Jones and G. W.
