The men and women of Pacific Telephone in Anaheim Your business office: Klysteen S-1101 Orange County Water Leaders Oppose Bill In contrast to the aggressive support recently announced by Governor Brown for proposed legislation in Sacramento to centralize the administration and enforcement of California’s water pollution control laws on the state level, Orange county water leaders have gone on record for upholding the principle of local control through the Santa Ana Regional Water Pollution Control Board, it was announced today by Robert Hell, Santa Ana farmer and board member. As introduced by Assemblyman Charles Meyers of San Francisco, chairman of an interim committee of the Legislature that conducted hearings throughout the state last year to investigate ways and means for correcting deficiencies in existing water pollution control laws, the proposed legislation would supplant current administrative procedures, which are based on water pollution requirements consistent with regional watersheds, with high level control from Sacramento, according to Hell. "Both the Orange County Water District and the Santa Ana Regional Water Pollution Control Board have unanimously approved resolutions in opposition to the bill, urging our state legislators to forcibly oppose its enactment," the Santa Ana civic leader declared. Up now recently this service station did good business. But a new freeway has just been opened, and traffic on the old road has dwindled to a point where it can no longer support a modern, high-cost station. The oil company has closed it and opened one along the freeway. Nobody said, "You can't shut down that station. A few people still go by there and you must keep it open for their convenience, even though you'll be losing a lot of money." Nobody questioned the right or good judgment or motives of the oil company. But what happens when a railroad wants to adjust its service? Travel habits have changed, and more and more people are going by automobile and air. As a result, some of our trains have been carrying very few passengers. Naturally we've wanted to discontinue such trains or trim their schedules. The national Bureau of Casualty Underwriters and the National Auto Underwriters Association announced Wednesday that clearly blameless drivers involved in an accident will not lose their 20 per cent discount if (1) they can prove that the other driver involved was convicted of a moving traffic violation, and (2) they were not. The insurers also said no black mark would be assessed against families with a new driver of less than three years’ experience. Under the original plan, a black mark would have been assessed when the household added a new driver and present rates continued. The revision provides that present rates must continue, but no black mark is involved. It would thus take two black marks instead of only one to raise rates to 25 per cent above present levels. The plan would provide a 20 per cent reduction in present rates for those drivers who, in the last three years, have had no moving traffic violations or an accident involving $50 or more in damages. We have to ask for permission. Our requests to make such changes have been widely publicized, and some people feel we want to get out of the passenger business. This isn't so, and we want you to know just what our passenger policy is. 1. We want to run passenger trains that you need and use. We welcome passenger business and we hope more people will ride our trains. 2. We want our passenger trains to be good trains. We think our passenger service is as good as any in the country...and we intend to keep it that way. 3. We feel, however, that it is sensible to limit our service to trains and schedules which many people need and use, and to discontinue those which few people use and which are obviously no longer needed.
