CENTER Jail Inmate Mugging Suspects Face Trial By Orange County News Service A May 2 jury trial has been set for two Orange County jail inmates charged with strong armed robbery of fellow prisoners for their expense money. They are Wayne McMurray, 20, of Los Angeles, and Conrad Alvarez, 20, of 2109 7th St., Santa Ana. The pair allegedly took money from the other prisoners by threatening them with violence. They are charged with five counts of armed robbery. Alvarez, it is recalled, is one of several men convicted for aiding Fullerton Armed robbery John Murillo, 18 who escaped custody last September. Murillo was arrested for the armed robbery of an Anaheim liquor store. His co-partner in the crime, Joe Sanchez, who shot the owner of the store in the thigh, was sentenced to prison. Local Couple File Suit Of $16,000 for Injuries SANTA ANA (OCNS) — An Anaheim man and his wife have filed a $16,000 personal injury suit in superior court against Gerald Fitzgerald of Illinois. Louis and Grace Urmstron, 548 Resh, claimed they were injured in a two-car crash 58 miles east of Baker, San Bernardino, May 8 of last year. The couple is seeking $16,000 in general damages. YOUR MONEY'S WORTH Challenge in the Making on Bond Interest as Set by 1917 Congress By SYLVIA PORTER Way back in 1917 Congress passed a law saying that the Treasury could not issue a United States Government Bond — meaning an obligation due in more than five years — paying over 4¼ per cent interest. Through all the decades since this legal ceiling on interest the Treasury can pay on its bonds has remained unchallenged. Now, though, the challenge is in the making. For in the open market today prices of U.S. bonds have slumped to levels which give buyers a yearly return of over 4¼ per cent — almost at the limit. If the Treasury did try to get a loan for more than five years now, it would have to pay well over 4 per cent. It isn't trying to get the loan for the blunt reason that there aren't many buyers for U.S. bonds today even at this rate. With credit due to tighten, the interest rate ceiling on Government bonds could be reached fairly soon. And when and as this happens, the Treasury will be forced to restrict all its borrowing to short-term paper, or it will be compelled to ask Congress to let it pay over 4¼ per cent for longer loans. It's a brutally tight "box" for the U.S. Treasury. The Treasury is in the box because during this postwar cycle of inflation investors have become progressively disenchanted with buying U.S. bonds, for these provide no hedge against inflation. It's in it because during these recent months of huge Government deficits the Treasury has had to sell billions of dollars of new securities, and investors don't want to buy more. It's in it because wouldn't sell below issue price. Knowing they ways get their money back, would buy willingly and just dump their holdings on Federal when they wanted it would make the Feder 'engine of inflation' it was '40s, but banks and businesses be happy for a while. Want it? Or Congress might pass forcing investing institution keep a specified percentage U.S. bonds. No one knows that would lead, but it would us a ready-made market that?" "No!" And so we went down until we came back to that there are no simple so The only basic answer is no investor confidence in bonds, and that will rest on turn of confidence in a starlar. Meanwhile our great U.S.ury is fumbling through interest rates that would s credible only a few years bowing to the market's re lend to it for any long-term (Distributed 1959 by The H dicate, Inc.) The Treasury is in the box because during this postwar cycle of inflation invest-ors have become progressively dis-enchanted with buying U.S. bonds, for these provide no hedge against inflation. It's in it because during these recent months of huge Gov-ernment deficits the Treasury has had to sell billions of dollars of new securities, and investors don't want to buy more. It's in it because during this economic upsurge demands for money are intensifying and the Treasury is competing for the credit avail-able. So disturbing is the Treasury's plight today that the leading fin-ancial minds of the nation are now struggling for solutions to it. When I was in Washington last week I queried a top Treasury official on ideas being submitted and finally, after I'd urged, "Let's skip the temporary' solutions and get down to fundamentals," our conversation went like this: "An answer for the Treasury, of course, would be another busi-ness slump. It would destroy a lot of people, but then credit would get easy and cheap again and we'd have buyers for U.S. bonds." With quiet irony he added, "Want that?" "No!" Another answer would be a crackup in the stock market, which would remind people that U.S. bonds aren't to be sneered at. It would hurt many people but help us." Again with quiet irony, "Want that?" "No!" "We might arrange to have the Federal Reserve System supply banks with all the cash necessary to buy our securities. That would be the same as 'printing' billions of new greenbacks and, under today’s economic conditions, would make inflation certain." A pause. "Want that?" "No!" We might work out a deal un-der which the Federal Reserve would guarantee that U.S. se- Local Man Honored By Kraft Food Firm Henry P.
