Southland Events Planned For Armed Forces Day CAMP PENDLETON — May 16th the date that the President of the United States and the Secretary of Defense, in coordination with the Secretaries of the Armed Services, have proclaimed as Armed Forces Day 1950. The third Saturday in the month of May has been chosen for the observance during Armed Forces Week for many reasons. Prior to the year 1950, the branches of the Armed Forces celebrated their anniversaries independently, usually on the date of Dear original inception. However, Presidential Proclamation in 1950 not aside the third Saturday in the Month of May as the single date all branches of the Armed Forces would commemorate. This observance was designed to show the unification, common interests and interdependence of all branches of Service: The setting aside of one day each year would enable the public to see the close relationship existing between the Army, Navy, Air Force, Marine Corps, Coast Guard, Reserve Forces and related organizations at all levels of command. The Department of Defense coordinates the observance on a nationwide scale. To facilitate the over-all operation, the country has been divided into areas of responsibility with one of the branches of service in that area designated as the coordinating authority. By doing this the interest and emphasis on Armed Forces Week is put on a local level. Major General R. H. Ridgely Jr., Commanding General, Marine Corps Base, Camp Pendleton has been designated as State Project Officer for Southern California. The area under the General's responsibility embraces all of southern California, bordered on the north by and including Kern and San Bernardino Counties, plus the neighboring area around Las Vegas, Nevada. This area has been further divided into four Sectors, each having a local Sector Project Officer in charge. To data, several military leaders and high ranking Department of Defense officials are scheduled to make public appearances during Armed Forces Week, May 9 through May 17. The majority of the appearances will be on Armed Forces Day. The United States Air Force has tentatively scheduled a fly-over, using the latest combat aircraft, for most communities and military bases in southern California. This is in addition to the Open House activities at their home bases. Army and Marine Corps Bases are also scheduling Open House dates. Static displays and demonstrations of troops and equipment will be featured on the different bases. Many of the Navy and Coast Guard units throughout southern California are also scheduling Open House dates as well as making their ships ready for inspection by the public. All dates of Open House activities will be announced by the Sector Project Officers or their assistants. The public is invited to watch these dates and to attend the servances held at the milil bases in their community. Many communities are holding their own parades and displays with units of military men equipped included at the rec of local community leaders. The southern California with its many manufacturing panies that contribute to the nation's defense will undoubtedly have a greater turnout of people for the occasion than other areas of the country. Many of the advancements have been made in the field guided missiles and aviation originated in this area. Milil bases that utilize these locally duced weapons of defense will them on display. Firms Form Corporation in Garden Grove to Provide Reading Services The largest private reading organization in the world affiliated this month with a Garden Grove firm to create professional reading services for this area as complete as those found anywhere in the nation. The Garden Grove firm, Reading Guidance Center, Garden Square, with branch offices in San Francisco, Santa Barbara and Long Beach, formed a partnership with the Reading Laboratory, Inc., an international corporation with offices through out the United States, in England, Australia, India and South America. Richard L. Zweig, Director of the Reading Guidance group, announced the affiliation at a private reception for staff members and their families. In combination, the two groups propose to offer complete clinical and classroom facilities in every level and facet of the reading field. According to Zweig, "The Reading Guidance Center deals in the remedial field of reading, utilizing its staff of psychologists and educators to correct the more deeply noted reading problems of children and adults." "On the other hand," Zweig stated, "Reading Laboratory, Inc. specializes in the 'developmental' or 'speed' reading areas, accepting both children and adults of average performance levels and accelerating them to a much more highly advanced status." This organization has conducted industrial reading programs for Time, Inc., Western Electric Company, Na-U.S. Steel and many other major firms. Dr. George Wilkinson, head of the local office, explained that the rapid growth of professional reading organizations has developed from the fairly recent acceptance of reading as a complex educational science and not simply a minor learning skill. "Since all education is based on reading," said Dr. Wilkinson, "It is natural to find both public and private educational groups increasing their concentration in this area." To illustrate the complexity of the reading process, Dr. Wilkinson pointed out, "Eight of the 12 staff members of the Reading Guidance Center hold a Ph.D or an Ed.D while the remaining four have completed work in excess of a Masters degree." For the present, the partnership of the two professional groups will be limited to their offices in California. It is reported that plans for a nation wide cooperative program are currently being prepared. YOUR MONEY'S WORTH. Yearly Record Shows Remarkable Stability in General Price Level By SYLVIA PORTER In the past year the overall level of prices you and I, as consumers, pay for goods and services has risen less than ½ of 1 per cent. Since last June the rise has been a tiny ¼ of 1 per cent. This is remarkable stability in the general price level. In fact, during no previous period on record have consumer prices held in so narrow a range as in the past nine months. But the explanation for this extraordinary steadiness in the overall price index is just this: The cost of a typical food basket of a supposedly average city family has dipped perceptibly since last spring. Outside of food, the prices of most other things and non-things we must or want to buy are still climbing — gradually, but relentlessly. Just a few figures pound home the point. Food prices are down a full 2⅔ per cent in the past 12 months and clothing prices are down another ⅔ of 1 per cent. But the cost of transportation has increased 4⅔ per cent. The cost of medical care has jumped 5⅔ per cent. Housing, personal care, recreation, other goods and services — all are priced higher than a year ago. In short, "Food" alone has kept the consumer price index from leaping from peak to peak during this phase. If food is lifted out of a city family's market-basket, the "stability" in prices disappears. It's an exceedingly important angle, for the crosscurrents obscured by the seemingly tranquil price index explain why thoughtful observers are still flashing red ones, they'll feel this nick in their pocketbooks. And this is typical of what's happening in state after state. Right now many "little" items are heading up. Again as an illustration, in response to zooming hide prices, shoe manufacturers have raised prices on their fall lines as much as 10 per cent. Now, makers of women's handbags are slated to follow with price increases. Right now building costs are advancing, and the authoritative forecast of F. W. Dodge Corp. is for a 4 per cent increase in construction costs by next April. This telegraphs higher prices on houses. Equally important is the fact that we're devoting a larger percentage of our spending dollar than the official price index suggests to goods and services rising in price. We're buying a greater quantity and quality of medical care than the index indicates, as well as paying 5⅔ per cent more for it than a year ago. We're buying more auto transportation than the index indicates, as well as paying 4⅔ per cent more for it than a year ago. As long as food prices stay steady or drop, the general price index won't go into another upsurge. (Distributed 1959 by The Hall Syndicate, Inc.) If food is lifted out of a city family's market-basket, the "stability" in prices disappears. It's an exceedingly important angle, for the crosscurrents obscured by the seemingly tranquil price index explain why thoughtful observers are still flashing red signals about the potentials of inflation. The fact that the steadiness in the consumer price index rests on only one item in our cost of living explains why there is no complacency among experts about the progress we're making in conquering inflation dangers. Right now, for instance, the average of industrial prices is actually 1½ per cent above the previous all-time high. As C. Canby Balderston, vice chairman of the Federal Reserve Board, stressed last week, "Industrial prices have risen sooner and faster than in the two previous recessions" of 1948-49 and 1953-54, despite "unused capacity of human resources and manufacturing plants." It will be extraordinary indeed if current price rises at the raw material and manufacturing levels don't spill over into the retail level. And if steel prices are hiked this summer there undoubtedly will be a rash of price boosts on a long list of goods we buy. Right now auto insurance rates are being boosted the nation over. LOS ANGELES—ANAHEIM Space Age Forces Textbook Writer To New Approach NEW YORK (UPI) — The influence of rockets and space travel is bringing a new approach to the teaching of science in American schools, including new kinds of textbooks. One new series of textbooks, called "Adventures in Science," is aimed at junior high school students. It is published by The American Book Company and written by Dr. Willard Jacobson of Columbia University Teachers College and Robert N. King and Louise E. Killie. "The scientific sophistication of American youngsters makes an overhaul in our teaching approach imperative," says Dr. Jacobson. "Where they already have had science instruction, there is a terrific awareness of daily developments. But even if they haven't had science in school, they have been exposed to it on radio, television and in magazines and newspapers. In other words, it is wasteful to continue teaching junior high school students as if this were their first introduction to science." NO MORE LEFT SOUTH HERO, Vt. (UPI) — H.
