Steel Worker Contracts Under Negotiation Today By ROBERT G. SHORTAL United Press International NEW YORK (UPI) — Will there be a steel strike in 1959? That's the question being asked today in top government and business circles as the deadline nears for the start of negotiations May 5 on a contract covering 500,000 basic steelworkers. The opinion one hears most frequently at this time is that there will be a steel strike at mid-year, when the present three-year contract expires. Official wage talks will get under way in New York next Tuesday between four - man bargaining teams representing the United Steelworkers of America and the basic steel industry. However, all eyes this week will be on a two-day meeting starting Thursday of the union's 170-man Wage Policy Committee. This group has been called into session to formalize the union's bargaining demands. Seek Wage Increase They are expected to approve demands for substantial wage increases and improved fringe benefits such as pensions, differentials and vacations. Some observers say the committee also will call for some kind of a make-work scheme to help cut unemployment in the steel towns. David J. McDonald, president of the USW, already has suggested that steelworkers be given a three-month paid vacation every five years as a means of creating 30,000 new jobs in the industry. Right now the union and management are at loggerheads over practically everything certain to come up in the negotiations. The industry has proposed a one-year wage freeze and has indicated that a moratorium on wages will result in a hold-the-line price policy. The industry also has called for abolition from the contract of the escalator clause which ties wages to the cost of living. McDonald rejected the industry's proposals and countered with a program of his own. It called for a price freeze and increases in wages and benefits based on higher industry earnings and output per man hour. Turned Down Program The industry turned down the union's program and again reiterated its belief that no wage increase is justified this year. The industry, from its pre-negotiation statements, wants a one-year contract. The union wants another three-year contract. The whole situation has been complicated by Washington intervention. President Eisenhower and many members of Congress have called for a non-inflationary settlement. That means no price increase. But the heads of the leading steel companies in recent weeks have said that wages and prices cannot be separated from each other. Any wage increase will lead to a price increase. County’s Edison Men Help Win National Award Local distribution employees of Southern California Edison Company have helped earn a national safety achievement award for working more than a million man-hours without an accident, according to J. A. Long, district manager for the electric utility company. Line crews and other personnel assigned to Edison's distribution work forces in the Fullerton, Long Beach, Huntington Beach, Huntington Park, Montebello, Santa Ana, Vermon and Whittler areas qualified for the coveted award presented by Edison Electric Institute, a national association of electric power companies. The 750 employees comprising Edison's southern distribution division amassed 1,228,145 accident-free man-hours between April 14, 1958, and February 7, 1959 to earn the award Long said. The EEI citation, signed by J. E. Corette, EEI president, and I. R. Dohr, chairman of the Institute's accident prevention committee, hailed the 750 Edison employees' safety record as "an outstanding performance in accident prevention." The Edison Company as a whole recently won first place—for the third consecutive year—in a business and industry contest among utilities sponsored by the Greater Los Angeles Chapter of the National Safety Council, Long pointed out.
