New County Architects Slated for Recognition
Newly licensed architects living in the area of the Orange County Chapter of The American Institute of Architects will be honored at a social affair, Saturday, May 2 from 6 to 8 p.m., at the Lester H. Schwager residence, 4510 W. Balboa, Newport Beach, according to plans announced by social chairman Mrs. Gates W. Burrows, of Santa Ana, at a recent meeting of the Women's Architectural League.
Invitations have been issued to members of the league and their husbands and the newly licensed architects: Mr. and Mrs. Daniel S. Dickinson, Mr. and Mrs. Danny L. Rowland, and Mr. and Mrs. Donald M. Rogers of Anaheim; Mr. Mrs. Davis W. Curtis, Mr. and Mrs. James Chinn, and Mr. and Mrs. Theodore F. Frankoski of Corona del Mar; Mr. and Mrs. Stanley K. Bell of Costa Mesa; Mr. and Mr. Wm. H. Davis of Garden Grove; Mr. and Mrs. Don R. Griffin, Buena Park; Mr. and Mrs. Donald Allison Honer, Santa Ana; Mr. and Mrs. Kenneth Schwartz, Seal Beach; Mr. and Mrs. Frank Joseph Tenckhoff, La Habra; and Mr. and Mrs. Donald J. Fears, Whittier.
Assisting Mrs. Burrows will be Mrs. Jack George, president of the league from Capistrano Beach; Mrs. Herbert Brownell of Newport Beach; Mrs. Gared Smith of Costa Mesa and Mrs. Schwager.

Chances Improve That Budget For U.S. in 1960 May Be Balanced

This past Jan. 19, immediately after President Eisenhower and Treasury Secretary Anderson unleashed the Administration's 1960 budget, I made a bet with Nils A. Lennartson. Assistant to Secretary Anderson, that the estimate of a budget balanced around $77 billion to show a hairline surplus would turn out cockeyed.
"The 1960 budget won't be balanced," said I to Lennartson. "It will be," said he. Each of us thereon made a $2 wager.
Last month, right after I wrote column re-empfiasizing my belief that the budget would be in red, Lennartson sent me a note: "I'll raise my bet to $4." By return mail went mine: "I'll raise $6."
This week, Lennartson and I set in Washington to recheck each year's calculations and well — I happily admit my bet isn't nearly good today as it appeared as recently as last month.
Our country could come fairly close to a balanced budget in the near beginning July 1. We might even achieve a balance — a forecast I would have considered a taste of space to report a few weeks ago.
This switch is news. For behind are developments of major significance to every one of us. Specifically:

will go on as employment climbs, wages and salaries are hiked. The Administration's January estimate of 1950 personal incomes of $374 billion — up $20.5 billion over 1958 — does appear, as Anderson says, "sound and well justified."
Even assuming Congress refuses to vote the increases in postal rates and gas taxes that the Administration requested, the probability is the Treasury will take in a lot more taxes from corporations and individuals than it predicted.
Improving the chance of a near-balance is, second, the increasing likelihood that Congress won't vote as much extra spending as expected.
Equally important to the budget picture are the new reports that estimates for spending on farm supports are still holding. If farm price supports don't cost more than forecast, that'll be a giant help toward keeping down the overall budget totals.
Spending will tip the estimates if Congress refuses just to go along with the Administration's hanky-panky on charging spending for 1960 to 1959. Nevertheless, increases on the magnitude taken for granted only 30 days ago don't seem as probable now.
It is a pleasure to report the odds on a near-balanced budget in 1960 are on the rise. For this flashes the signal that the economic advance is solid and is growing.

Beckman Product Line Managers Appointed
Appointment of Richard C. Erbes and Frank Kelley of Anaheim, as product line manager for the Scientific and Process Instruments Division of Beckman Instruments, Inc., Fullerton, is announced by John M. Manypenny, assistant marketing manager.
