OCNS learned of this information following the conclusion of the trial late yesterday. The measure by Assemblyman Carl A Britschgl (R-Redwood City) calls for an elected 11-member Board of Education whose members would serve staggered terms ranging from four to 10 years. The board would assume powers now held by the superintendent of public instruction and the Department of Education.
