Their further recommendation was that an independent research company be hired to determine the size of site, location, type of facility and economic feasibility. The Civic Auditorium, they said, should be constructed as an integral part of the Civic Center.
Stocks
NEW YORK (UPI)—Strength in American Telephone & Telegraph featured an irregularly higher stock market today.
American Telephone moved up 2 points to 252, and then jumped to 255, a new high since 1930. Stockholders Wednesday approved the proposed 3-for-1 stock split. The new stock began trading on a when-issued basis and opened at 84%. It later moved up to 85%.
Elsewhere, profit taking lowered the rails and utilities and kept gains in the industrials mostly to fractions.
Oils firmed as the Arab oil conference got underway in Cairo. Superior Oil jumped 40 points to 2,000, and Texaco and Standard Oil of California added large fractions.
Motors and steels held generally steady.

The eastern half of the country continued to have mostly clear skies this morning. There were a few readings in the 20s in New England and some snow at Caribou, Maine, but temperatures in the 50s predominated from Southern Michigan into New York.
Cloudiness spread over the south, and there were some scattered showers in Florida.
The only noticeable moisture in the Pacific states came at Burbank where there was some early morning drizzle. High pressure pushed cloudines into the Pacific Northwest.
Low pressure over the northern Rockies and central plains brought warm, southerly breezes over the midsection of the country and showers to Texas. Cold northerly winds ranged from the upper Great Lakes across Western Kansas, and there was snow from Idaho into Montana and Wyoming.
Scattered thunderstorms occurred in Eastern Arizona. Southern California was generally clear except for morning coastal fog and cloudiness. Temperatures were mild.

Fight for Life Ends As Boy Dies of Burns
By Orange County News Service
Courageous Richard Bandick Jr.
10. formerly of Orange, has lost his battle for life against overwhelming odds.
The slender youngster died in Indio Hospital early today, from burns inflicted when two hoodlums tossed a flaming vulcanizing substance on him at One Thousand Palms, March 15.
Sheriff’s Deputies said the boy was severely burned over 48 per cent of his stomach, chest, back, and arms.
Attempts to graft skin failed. The Orange 20-30 Club contributed 10 pints of blood for numerous transfusions.
According to deputies, the suspects fired arrows at the Bandick boy first and they hurled the burning material on him as he rode his bike a block from home.
Funeral services are pending today for the deceased, son of Mr. and Mrs. Richard Bandick and grandson of Mrs. Neva Bandick of Orange.
