Albert Benjamin Chandler of Kentucky is a chunky, smiling extrovert whose stable name is Happy. For the information of the non-horsesey set, a stable name is a familiar form of address. It usually denotes affection and esteem. It is common to the horsemen of the Kentucky tracks and elsewhere. The great race horse, Man of War, for example, was familiarly addressed by his handlers as Red or Big Red. Red was the color of his coat. Man of War’s stable name, therefore, was fitting. No more so, however, than is Happy for Kentucky’s governor. The governor read in this space on April 1 a piece about the financial troubles of the State of Michigan where payless paydays and like calamities are just around the corner. This situation is reaping much bad publicity for Michigan’s Gov. G. Mennen Williams whose stable name is Soapy. Political Future In Jeopardy Michigan’s story is so unhappy that it darkly clouds Soapy Williams’ political future. Williams is serving a sixth term as governor. With that record and Walter P. Reuther’s big auto union behind him, it was reasonable and inevitable that he would be thinking in terms of the 1960 Democratic presidential nomination. Michigan’s financial troubles are giving Williams something else about which to think. These troubles set Happy Chandler to thinking, too. In the mail today from Happy was a letter: "I was very much interested in reading your article with respect to Michigan's financial difficulties. I wonder if you would be interested in a state that has a balanced budget is living within its income and was the only state in the United States to have a general tax cut last year." "As you know, I have been governor of this commonwealth for one-third of the time during the last 25 years. During all of that time we have lived within our income and each of the eight years we have underspent our general budget. During both of my administrations we have had general tax cuts." "It just occurred to me that if you have some extra space to devote to governments in debt, you might have some space to devote to a government going along fairly well, living within its income and enjoying tax reductions. This may be subversive." Happy’s letter need not be read upside down to persuade the reader to suspect that the governor of Kentucky hopes its record will arouse among Democrats an invincible determination to nominate him next year for president of the United States. He was a candidate for the nomination in 1956.
