New Residents Boost California Population SACRAMENTO (UPI) — Some 543,000 new residents moved into California last year, bringing the population at year's end to 15,014,000. The California Highway Patrol says that more than half of this population were licensed to operate motor vehicles on the state's streets, highways and freeways. S-3361 Survey Shows Less Hazardous Bikes Being Ridden With Traffic It is less hazardous for the bicyclist to ride on the right side of the road with traffic than for him to take the left side of the road, against traffic. Realizing that very little was known over the nation about circumstances surrounding bicycle accidents, the National Safety Council conducted a survey of the 48 states in 1958. The results of this survey appear in Safety Education (Vol. 38, No. 5, Sec. 1, pp. 6-12, January '58). Of the 48 states requested to offer detailed information about their bicycle accidents during 1957, 42 states replied and submitted information on 392 fatal accidents. States were also asked for opinion concerning the proposal that bicyclists ride on the left side of the street facing traffic in order to provide greater safety for them. Listed first in the Principal Findings of the Study is—"Riding on the left side of the street is more hazardous than riding on the right side." "Among those states replying to the inquiry, the consensus of opinion was nearly unanimous that bicyclists should not ride in this direction, but rather that they should ride on the right side of the street and follow all of the rules and regulations pertaining to other vehicles." Replies were received from 12 states: California, Colorado, Illinois, Michigan, Minnesota, Missouri, Montana, New Mexico, Oregon, Vermont, Wisconsin and Wyoming. Comments were received from one commissioner, several traffic engineers, officers of highway and safety patrols, safety analysts, and records personnel. In a number of cases opinions were solicited from other persons. Of the 392 fatal accidents, 317 were reported with violations; and of this number, 257 found the bicyclist in violation. Riding against traffic places fifth as a taker of lives in instances where the bicyclist was at fault 17 times. “When the accident vehicle was passing another motor vehicle, bicyclists became involved most frequently when they were riding against traffic,” says the report.
