La Habra City Council Has Busy Work Program
LA HABRA (OCNS) — In three successive unanimous votes, the La Habra city council denied a zone change request by the La Habra Hospital Association, a variance request by G. A. Tobey for a furniture store, and killed the 10-acre Marshall Annexation, by refusing to introduce the ordinance.
The council did, however, get on to passing a resolution for federal funds under an urban planning assistance program, and authorized an agreement between the city and Simon Eisner and Associates for the first portion of the city's master plan, the land use research, map and report, at a cost to the city of $3,550.
Residents opposition to the zone change from R-1 to R-2 requested by the hospital association for 2.5 acres in the 600 block between W. Florence and La Habra Aves., and to the M-1 zoning of the Marshall Annexation, was strong.
Judge Kicks Window Breaker Out of Town
BUFFALO, N.Y. (UPI) — Charged with breaking a window, Mack Grier, 40, asked for a 30-day jail term. But city judge Casimer T. Partyka = suspended sentence and ordered Grier to get out of town, explaining: "You're not getting free room and board at the taxpayers' expense."

You're only normal if as you join millions of other American taxpayers in filling out your 1958 Federal income tax return this final weekend before the April 15 deadline, you wonder, "What's the chance that my return will be checked? What are the odds some Treasury agent will pluck my return out from all the rest, decide to give it a thorough going-over and maybe call me on the carpet?"
There is no implication here that you're trying to get away with anything. Rather, I'm simply assuming that you're an intelligent, hep taxpayer understandably trying to maximize your deductions and minimize the tax you owe the Federal Government (and maybe, just maybe, you haven't ample proof to back up every penny of deduction you claim).
Okay, an excellent guide to what to expect the Internal Revenue Service will do with the tax return you have just filed or will file before next Wednesday midnight, may be found in what it did with our tax returns during fiscal year '58. Leon Gold, top tax expert of the Research Institute of America, worked out the following figures from the IRS's last annual report to Treasury Secretary Anderson.
(1) Take for granted that the arithmetic on your return will be checked. It will be.
Math Errors
In fiscal '58, the Treasury itself checked the arithmetic on $7,585.
The odds are around five or six that a return filer a corporation this year will chosen for a thorough audit.
Returns Checked
Approximately 159,000 returns were examined during 1958 fiscal year as a result which the Treasury got an $36 million.

Math Errors
In fiscal '58, the Treasury checked the arithmetic on 57,585,000 out of 60,793,000 individual and fiduciary returns and 779,000 out of 971,000 corporation returns. And it found a towering 1,908,000 had mathematical errors.
Errors in whose favor? You guessed it — overwhelmingly, the errors were in favor of taxpayers. Of the total with mistakes, 1,247,000 were corrected by demanding the taxpayer pay an average of $88 more; only 661,000 errors were corrected by giving taxpayers an average cut of $72.
(2) The odds are around one in 28 that the return you file as an individual this year will be plucked out for a thorough audit.
About 2,336,000 individual and fiduciary returns were examined during the 1958 fiscal year. As a result of the audits, the Treasury took in an extra $654 million or an average of about $280 a return in fore next Wednesday midnight may be found in what it did with our tax returns during fiscal year '58. Berlin Problem Brings Differences of Opinions

Despite the honeyed words of the official communiques, there remain plenty of irritations and differences of opinions among the Western Allies on just how to deal with the Berlin question.
Fortunately, on one significant detail there is agreement: The West must not be forced out of Berlin, nor can it afford to sacrifice any of its rights there as defined under the Potsdam and subsequent agreements reached among the Western powers and Russia.
But after that, the divergences are both wide and deep.
British newspapers have accused West German Chancellor Konrad Adenauer of undermining Prime Minister Harold Macmillan who has taken a leading role in attempts to find a basis for honorable negotiations between East and West.
British newspapers have been equally caustic in their criticism of some American generals, including Gen. Lauris B. Norstad, Allied commander in Europe.
General Disapproval Of Trip
The criticism springs from Norstad's firmly stated position that there should be no reduction in the North Atlantic Treaty's defensive powers and no agreement reached which would sacrifice its maneuverability.
Among other Allies, Including the French, there was general disapproval of Macmillan's trip to Moscow and his private talks with Russian Premier Nikita Khrushchev.
Despite Macmillan's known record of having opposed appeasement prior to World War II, there remains the suspicion that he would not be above some appeasement of Khrushchev now.
The very enormity of the tasks facing the foreign ministers and the men at the summit lends itself to bitter disagreement even among friends.
For example, one proposal would unify Berlin but would retain four-power guarantees and would invite United Nations participation to see that the guarantees were kept. Such a proposal would mean that the city administration either of West Berlin or East Berlin would have to be abolished.
Scoff At Disengagement
It may be considered certain that neither administration would thus invite political suicide.
Another proposal would lead to the gradual withdrawal of foreign troops in Central Europe, the area finally to include Western sections of the Soviet Union.
That idea is reminiscent of the Polish plan of more than a year ago for a neutralized missile and atom-free belt across Central Europe.
Military men scoff at the idea of disengagement and point out that it would take modern missiles only a matter of minutes to cross any neutralized belt which might be set up.
Further, they point out that ratiary maneuvering space Europe is limited anyway that any plan to pull Allied forces back from their present position would give all the advantages the Russians.
Question Of East Germany
Finally, there is the question: East Germany itself. The ultimate objective of the Russians to gain international recognition for a permanently separate H Germany. A first step is Khrushchev plan to turn air control over to the Germans, thereby forcing Wern recognition.
Any sign of Western retreat here is met by the deepest suction both by the Adenauer eriment and by the West Berdan administration of Mayor W Brandt.
It has been obvious the United States approaches the forthcoming foreign ministers' and summon conferences both with suspicion and pessimism.
There seems only one ray hope. The questions of Austria and Trieste at one time seemed insoluble but solved were found.
