Informal Westminster Phone Probe Launched; Extended Service Planned
WESTMINSTER (OCNS)—An informal investigation into the problems of Westminster exchange area and contiguous exchanges has swung into action this week under direction of Melvin Mezek, senior engineer of the California Public Utilities Commission Los Angeles office.
Mezek and Lyman Anderson, PUC public relations director, both met Monday morning with a group of Westminster residents and merchants who have pushed a petition movement in the tri-city area.
The petition asks for (1) better toll service out of and into Westminster exchanges right now; and (2) speed-up of projected plans for extended service between Pacific Telephone Co. and General Telephon Co. exchanges.
Result of the meeting with the PUC official was the initiation of an informal investigation of the problems cited in the petition to the PUC by Mezek's staff.
Application Made
He told the group that General Telephone Company had made application for extended service on May 4 and that Pacific Telephone Company had filed its studies on the problem on July 8, although they had not made application as yet for extended service into this area.
Pacific Phone Company Manager John Buchart meanwhile told OCNS that his company is now in the process of filing an application before the State PUC for extended service into Westminster and contiguous areas in cooperation with General Telephone Company.
Mezek told the group that he would have a report to make back to them within "two or three weeks" which would set forth the two main complaints cited in the statement released to OCNS signals a move now underway on a formal application for extended service into the Westminster Exchange area by the Pacific Telephone Company.
The announcement was made by Pacific Telephone Company District Manager J. C. Buchart, Anaheim.
Long-range significance of the move will be to remove the last procedural step required before the Public Utilities Commission can schedule hearings on the extended service applications of both General and Pacific Telephone Companies which would make toll-free dialing calls possible for thousands of phone subscribers of both companies in the West Orange County area.
At present no dialing service is possible between the West Orange County users of General and those served by Pacific in the rest of the county.
Companies Cooperating
Buchart's statement reports "Pacific Telephone is agreeable to providing extended service into Westminster and contiguous areas and we are now in the process of preparing the formal application to be presented to the Public Utilities Commission. This is being done in full cooperation with the General Telephone Company."
At the same time he told OCNS that the lack of needed new switchboard positions in the Anaheim office of the Pacific Telephone Company is the main problem regarding "110" calls which originate from or go into the Westminster area. He declared the same problem holds true for "110" calls throughout Orange County however.
Frank Atzet, newly-appointed Scoutmaster for Troop 82, Stanton, is most anxiously looking for interested parents and friends of scouting who are willing to help the boys in the Boy Scout program. He has been told that many of the newcomers to this area have helped in scout work, and that a number of them are quite anxious to have their sons active in the program.

Plans called for the annual charter review meeting for Troop 82 on Aug. 17. With the start of school in September it is hoped that committeeemen and other helpful services will be available for the boys.
Incidentally, those who have been closely associated with the troop feel that we're mighty lucky to have fellows like Frank Atzet and Paul Harrison who give unselfishly of their time for the boys.
Some 300 fans of the Stanton Little Leaguers filled one of the two stands to capacity at Southwest Little League Park near Excelsior high school Monday afternoon, and went home after six exciting innings of real ball very enthusiastic about the boys, but also a little disappointed.
It was a tight game, with a final score of 10 to 8 in favor of Little Lake. A three-run homer in the fourth inning decided the ball game in favor of Fullerton Planners Okay, 185 Lots on Three Maps.

Permits Issued for 22 New Dwelling Units
City Building Inspector, Homer Wallace, issued building permits today for 22 single dwelling units to be located in the west part of Anaheim, between Broadway and Orange avenues. The tract, developed by Tedmar Development
Company of Beverley Hills, is made up of 40 lots, 22 of which received permits this morning.
The units will be built at a cost of about $10,000 per unit, a total of $220,000.

Only obstacle at present seems to be the locating of a sign for his establishment. After running himself less some 90 feet of ground. It seems they're widening Lincoln, and right now he can figure which ground belongs to him and which belongs to the state.
Set Public Hearing
SANTA ANA (OCNS)—Rapid growth of the area prompted the County Planning Commission this week to schedule a public hearing on a request by Lawrence Barker Jr., and Roy E. Naftzger Jr., for permission to sink oil well on the Southeast corner of Harbor Blvd. and Orangewood Avenue. Garden Grove.
The hearing will be held at 2:30 p.m., Aug. 10.
Public Hearing On Rezoning Bid Set by Planners
SANTA ANA (OCNS)—After setback complications arose at a public hearing Wednesday afternoon the County Planning Commission slated another public hearing for 2:45 p.m., Aug. 17, on a plan to rezone 25 Southwest Anaheim acres to commercial.
Charles L. Pedley petitioned for the change from agricultural to commercial, the southeast corner of Magnolia and Cerritos avenues. The property shows 1154 foot frontage on Cerritos and 955 feet frontage on Magnolia. It is about 660 feet deep.
Protesters claimed there were too many shopping centers going into the area. They complained it would establish commercial in the heart of residential.
The applicant said he has lived on the property — top grade citrus — for 30 years. "I have no Beverly Hills buyers lined up," Pedley said. "Just want to build a nice neighborhood shopping center sometime, I have no axes to grind."
He offered a six-name petition signed by surrounding property owners who were in favor of the project.
The commission asked the staff to return a new precise plan showing new and deeper setback lines along both Cerritos and Magnolia.

ORANGE (OCNS) — A new 19-unit motel and coffee shop received approval of the Orange Planning Commission Monday night and will be built west of Main street, east of Bush street, south of Chapman and north of owner. Original plans for motel were changed to give room to adjacent roadway parking area.

Authorize State Control of Land
SANTA ANA (OCNS)—Board of Serviors Chairman Willis War-Tuesday was authorized to sign agreement giving the State Bids Commission control of County-owned property at the mouth of Santa Ana river.
The County moved to hand the commission possession of the 6.8 miles north of Newport Beach in order to share proportionately in salties from off-shore drilling sites.

Two Tract Maps Mark New Low for Planners
SANTA ANA (OCNS)—Only two tentative subdivision maps calling for 20 homes were approved by the County Planning Commission Wednesday afternoon. It was a new low.
The Commission passed a map submitted by Subdividers Hanson and Hintz of Garden Grove. It would put eight houses on two acres 330 feet east of Harbor and 1050 feet south of Chapman avenue, Garden Grove.
Subdivider Thomas C. Bowles got the go-ahead signal on his plans to build 12 houses on four acres on the north side of Orangewood avenue about 1150 feet west of Magnolia avenue, Stanton.
Planners Okay Request To Extend Water Service
SANTA ANA (OCNS)—The Dyke Water Co. Wednesday gained permission from the County Planning Commission to establish water distribution services in Garden Grove and Westminster locations.
Granted were conditional permits allowing the setting up of water lines on the west side of Golden West street, about 570 feet north of Trask avenue and 800 feet south of the Westminster avenue center line and 150 feet northwest of Bluff Drive.
Opposition and proponents were nearly equally divided at the public hearing held by the Commission. Major objections were odor, noise, lowering of property values, breaking down of a residential section and unsightliness.
Rose proposes the lavish undertaking for the R-1, single family residential zone.
Proponents said the development would be high-class, improve the area, help lower taxes and pump life into fading South Laguna business.
One person in favor observed: "It would be lifeblood to a dying community."
