Land Exchange Plan Discussed By School Board
Dr. E. H. Kersten's proposal to exchange property with the City School district at the Horace Mann School site came up for considerable discussion yesterday but action on the proposal was held over until a later meeting when Principal Benn Mattox and Miss Adah Wilcox physical education consultant, could be present.
The proposal, to exchange property at the rear or west of the Horace Mann school grounds was made several weeks ago by Dr. Kersten. The physician hopes to build a medical center on La Palma between Palm St. and Citron St., if the exchange can be made, according to Attorney Claude Owens who represented Dr. Kersten yesterday.
Pointed Out
A letter from Miss Wilcox, pointing out the disadvantages of lengthening the school property was presented the board which in turn heard Owens' answers to the points brought out against the plan by Miss Wilcox. However, in fairness to Miss Wilcox the board said that no further action on the proposal would be made until she and Mattox could be present to present in person their views on the plan.
Arguments against the proposal as presented by Miss Wilcox and endorsed by Superintendent Paul Cook, listed: difficulty in supervising such a long, relatively narrow area, and that the area would not lend itself to a good layout of courts and playground equipment.
Arguments for the plan, as presented the safety factor of

Turncoats Seasick as Ship Hits Typhoon Edge
By WILLIAM D. MILLER
United Press Staff Correspondent
ABOARD THE PRESIDENT CLEVELAND AT SEA — Three ex-GI turncoats became miserably seasick today when their ocean liner ran into the fringe of a typhoon 160 miles south of Oklnawa.
While the SS President Cleveland pitched and tossed in a choppy sea, the turncoats lay whitefaced and silent in their third-class dormitory bunks.
The three — William A. Cowart, 22, Dalton, Ga., Lewis W. Griggs, 22, Jacksonville, Tex., and Otho G. Bell, 24, Olympia, Wash. — are on their way to San Francisco. After refusing repatriation at the

Arguments for the plan, as presented the safety factor of access to Horace Mann from Citron street instead of busy Palm Street and proximity to the medical center and the planned air raid shelter in its basement to be made available by Dr. Kersten.
Trustees asked Owens to return at a later meeting when Miss Wilcox and Mattox would be present and indicated a compromise might be made if the present plan is not agreeable to the board.
City School Trustees Okay Budget, Salaries
Action by the Anaheim City School District Board of Trustees yesterday included the adoption of the new budget as presented earlier last month and approval of the employment, salaries and classification of non-certificated employees of the district for the coming school year.
Also approved was the purchase of a truck for $695 from Cone Chevrolet in Fullerton, and the calling for bids for van-type truck. Bids will be opened at 8 p.m. Aug. 4.

The three — William A. Cowart, 22, Dalton, Ga., Lewis W. Griggs, 22, Jacksonville, Tex., and Otho G. Bell, 24, Olympia, Wash. — are on their way to San Francisco. After refusing repatriation at the Panmunjom prisoner of war exchange, finally they decided they would rather come home to an uncertain future than live under Communism.
Since leaving Hong Kong, they have spent their time quietly aboard ship. They appear bored. Occasionally, they have taken an occasional drink in the third-class lounge, but most of the time they have just lain in their bunks.
Other passengers have often seen Griggs alone on deck, apparently praying.
The three have only the clothing they are wearing with them — open shirts, slacks, shoes and windbreakers.
Cowart said Tuesday that the Chinese people are beginning "passive resistance" to the Communist regime.

Trustees voted to wait until all board members were present to vote on a recommendation that the Superintendent be appointed secretary of the Board of Education. Dr. Niels Boege was the absent member at yesterday's meeting.
