Part-Time Nudist Becomes Active In Italy Politics

The leader of the newest party in the Italian Chamber of Deputies has a new approach in politics.
"Italy is governed by fools," he said when he entered national politics in 1950. "Since I am less a fool than they are, it follows that I, too, can become premier."
Diminutive, immensely wealthy, spare-time nudist Achille Lauro took the first step in his bid for leadership on June 2 when he split the Monarchist party of the extreme right wing.
Lauro has now formed his own National Monarchist party on a two-plank platform.
Plank No. 1 is support of the European Defense Community pact which provides for the inclusion of German troops in the North Atlantic Treaty forces.
Plank No. 2 calls for total war on the Communists.
So far Lauro has succeeded in enticing only 10 of the 40 Monarchists in the chamber into his party. But his votes could swing the balcone in favor of ratification of the EDC.
Equally important, he is stirring up the always-present Monarchist movement in Italy.
There are many people; and especially many people in southern Italy where Lauro hails from, who would like to exiled former King Humberto on the throne.
Swiss Shipping Arms Over World

ZURICH, Switzerland — Switzerland forbids export of arms, but a little fine print in the law permits manufacturers to send weapons all over the world.
In the interest of complete neutrality, the government has imposed a blanket ban on shipment of arms to foreign countries.
Nevertheless, production of munitions in Switzerland exceeds the amount needed for the Swiss armed forces.
And the other day some Swiss munitions turned up in a shipment consigned to Guatemala.
The answer is that there is a clause in the arms ban law permitting export if the government decides it "in the interest of maintaining Swiss arms production" and if the weapons are not going to a war area.
Swiss arms exports always go to a non-war area. But after they get there, re-exporters are able through the "third party" address system, to relay them anywhere.
Hence much of the Swiss munitions exports in recent years has ended up in war areas.
The Swiss exports are not large. Total arms production is estimated at about 93 million dollars a year. Four-fifths of the production goes to the Swiss armed forces. The remaining $18,600,000 goes abroad.
Switzerland is so neutral it will not even join the United Nations.

House guests in the Myrell Royer home are Mr. and Mrs. Wendell Carter daughter, Judy and son, Douglas of Willoughby, Ohio. The women are sisters.

Lauro is mayor fo Naples and a multi-millionaire shipowner. Silver-haired, big-nosed, hoarse voiced, he reminds Americans who see him of the late Alfred E. Smith. His political techniques remind some people of those of Tammy Hall.
It is largely due to Lauro that the Monarchist party increased its number of seats in the Chamber of Deputies from 14 to 50 before he split it.
Lauro has won the hearts of his fellow-Neopolitans and many of the people generally in poverty-stricken southern Italy.
Bought Soccer Star
He is a man of big gestures. He startled all Italy when he paid the unheard-of price of $150,000 to sign a Scandinavian star to Naples' soccer football team.
"When our team wins the national championship Lauro will be running the government in Rome," Neapolitans said.
The team ended up the season just over in fourth place.
"We'll win sure next year and so will Lauro," his backers said.
Each morning when the weather permits Lauro walks around the terrace, of his villa here stark naked.
"It's great for the health," he explains. "Your have to open your pores every day to the sun and wind and you can't do it with your clothes on."
This is a minor eccentricity. Politically, Lauro is taken seriously. He is likely to win a lot of sup porters for a new constitutional monarchy.

AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING ARTICLE IX, CHAPTER 2 OF THE ANAHEIM MUNICIPAL CODE RELATING TO THE ESTABLISHMENT OF ZONES IN THE CITY OF ANAHEIM AND THEREIN REGULATING THE USE OF LAND HEIGHT OF BUILDINGS AND LAID SPACES: ADOPTING A MAP SHOWING THE BOUNDARIES OF SAUZONES DEFINING THE TEAMS USED THEREIN. PROVIDING FOR ADJUSTMENT, AMENDEMENT AND ENFORCEMENT. PRESCRIBING PE NALTIES FOR VIOLATION AND REPEALING ALL SECTIONS OR PARTS OF SECTIONS IN CONFLICT THEREWITH.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS:
WHEREAS the City Planning Commission of the City of Anaheim did heretofore duly pass and adopt resolution declaring its intention to change the boundaries of the zone or zones hereinafter mentioned and described and did fix a time and place for the holding of public hearings thereon in the manner and as prescribed in
Article IX. Chapter 2 of the Anaheim Municipal Code and did duly hold and conduct public hearings to consider such proposed change of zone or zones and did receive evidence and reports from persons interested therein and did recommend a change or changes of zones as set forth in Resolution No. 3 Series 1952-54 of the City Planning Commission; and
WHEREAS, upon receipt of the report and recommendation of the City Planning Commission, the City Council did fix the 11th day of May, 1854, as the time, and the Council Chambers in the City Hall of the City of Anaheim as the place, for a public hearing upon said proposed change or changes on zone and did give notice thereof in the manner and as provided in said Article IX, Chapter 2 of the Anaheim Municipal Code; and
WHEREAS, at the time and place fixed for said public hearing the City Council did noid and conduct such public hearing and did give all persons interested therein an opportunity to be neared and due receive evidence and reports and did thereupon consider the recommendations of the City Planning Commission and did thereupon adopt Resolution No. 2415 finding that a change or changes of zone should be made as set forth in said resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS FOLLOWS:
SECTION 1.
That Article IX, Chapter 2 of the Anaheim Municipal Code "establishing zones in the City of Anaheim and therein regulating the use of land, height of buildings and yard spaces; adopting a map showing the boundaries of said zone, defining the terms used for enforcement thereof; prescribing it said Article and Chapter providing for amendment and specifications on zoning and regulations all sections or parts of section in conflict therewith be, and the name is hereby amended by changing the boundaries of the zones set forth in said Article IX, Chapter 2 by adopting a sectional zoning Map or Map showing such change or changes as follows:
1. That all of the area situated in the City of Anaheim, County of Orange, State of California, described as follows, to wit:
The area now in the process of being annexed to the City of Anaheim known as the LINCOLN AVENUE, ANNEXATION, which lies west of Euclid Avenue between Lincoln Avenue and Manchester Avenue.
now is Zone R-A. RESIDENTIAL AGRICULTURAL ZONE, and that it be changed to and incorporated in M-L. LIGHT MANUFACTURING ZONE, upon the following conditions:
1. That the owner or owners of the property deed to the City of Anaheim a strip of land 10 feet in depth along bidder will execute the Contract if it be awarded to him in conformity with the Contract Documents and will provide the surety bond or bonds as specified therein within five days after notification of the award of the contract to the bidder.
The Owner reserves the privilege of rejecting any and all bids or to waive any irregularities or informations in any bid or the bidding. Pursuant to the Labor Code of the State of California, the said Owner has ascertained the general prevailing rate of per diem wages for each craft or type of workman needed to execute the contracts which will be awarded the successful bidders; and those prevailing rates are contained in said specifications adopted by the Owner, and are as follows:

SECTION 2.
The City Zoning Map shall be and the same is hereby amended and the property above describe shall be excluded from the zone which it is now situated, and in the zone or zones as above as amended is hereby adopted and corporated in and made a part forth and said City Zoning Mr. the City Engineer is hereby directed to prepare a sectional zoning map to be added to the City Zoning Man and inserted in the Anaheim Municipal Code showing the changes hereby approved and adopted.
SECTION 3.
The City Clerk shall certify that the passage of this Ordinance an shall cause the same to be printed once within fifteen (15) days after its adoption in the Anaheim Bulletin, a newspaper of general circulation, printed, published and circulated in said City, and thirty (30) days from and after its fine passage it shall take effect and be in full force.

Each bid must conform and be responsive to this invitation, the plans, specifications, and all other documents comprising the pertinent contract documents. cept as noted in the wage rule, the rates of per diem wages for each of the various classifications of work shall be the before set forth prevailing rate of hourly wages multiplied by eight (8). Eight (8) hours constitute a day's work; it is understood that in the event workmen are employed less than eight (8) hours per day. The per diem wages shall be deemed to be that fraction of the per diem wages herein established that the number of hours of employment bears to eight (8) hours.
Overtime shall be paid for work performed in excess of the regular day's or week's work and at the rate of overtime of the craft involved.
Holidays as herein referred to shall be deferred to be New Year's Day, Decoration Day, Independence Day, Labor Day, Armistice Day, Thanksgiving Day, and Christmas. If any of the above holidays fall on Sunday, the Monday following shall be considered a legal holiday.
It shall be mandatory upon the Contractor to whom a contract is awarded, and upon all sub-contractors under him, to pay not less than said general prevailing rates of per diem wages to all workmen employed in the execution of the contract.
No bidder may withdraw his bid for a period of forty-five (45) days after the date set for the opening of bids.
