Supervisors to Settle Sewer Problem
SANTA ANA—Supervisorial decision of whether sewers will be required for a 40-house tract between Buena Park and Stanton—in an area where there is no disposal line may be made May 18.
On that date, the supervisors will consider appeal of Conner-Prout Co. from an Orange County Planning Commission ruling that sewers be installed in the tract on Orange Ave. east of Stanton Ave. Stanton.
The company claimed that if required to install lines and a force main to Magnolia trunk sewer, three-fourths of a mile away, it would be out $38,000 and so could not afford to subdivide.
Meanwhile, other subdividers have their troubles with the board.
H. L. Bryan, planning a tract in Tustin area, posted $900 to guarantee installation of connecting lines to a proposed sewer which patrons of Sanitation District No.7 rejected when they beat down a $1,950,000 bond issue by 8-to-1 majority. Bryan wants his money back.
He explained that he can't use the sewer lines if he installs them because there is no disposal main.

BROWN CLOUD THEORY
Explained by Scientists
PASADENA (UP)—Two local researchers said today a huge brown cloud which regularly hovers over Southern California contains "dangerously toxic" nitrogen oxides.
Stephen E. Blewett and Francis S. Stewart, of Air Research Associates, Inc., said gas concentrations in the cloud were greater than concentrations of toxic contaminants in the death-dealing smogs of London* in 1952 and Donora, Pa., in 1948.
The researchers said, however, they had not measured the local nitrogen at the ground level.
Blewett and Stewart recently announced the brown cloud theory. They said they believed the cloud was a natural phenomenon that originates in the upper atmosphere over the eastern Pacific ocean.
They said their studies show there is no ground smog when the cloud is not present. The cloud, which "frequently covers over 100,000 square miles", occasionally is dispersed by high winds, but always reforms shortly afterward, they said.
